- The Naval Surface Warfare Center Panama City, FL (NSWC PC) intends to award a sole source purchase order using simplified acquisition procedures to Colmek Systems Engineering of 2001 S 3480 W, Salt Lake City UT 84104-4919 for the upgrade of two (2) each AN/ASQ-232 Airborne Mine Neutralization System (AMNS) video recorders. The modifications will consist of the following: (a) addition of 3 serial ports to the recorder. These ports shall use a DB9 or equivalent style connector and be set up to receive data only. (b) Two of the ports shall be able to receive RS 232 data streams with the third port able to change between RS 422 and 485 data streams. (c) The recorder shall be able to record from all three ports at once or any individual port alone or in combination with other ports. (d) The recorder shall be able to automatically adjust to BAUD rates of the data streams coming into the ports. This purchase is not suitable for full and open competition for the follow ing reasons. Colmek is the original equipment manufacturer (OEM) of the video recorders and the Navy does not own the drawing package for this device. As the OEM, Colmek has the unique knowledge of the device design required to perform the modifications. NAICS 334511.
