Description
The Army Contracting Agency (ACA) Contracting Center of Excellence (CCE), Pentagon, on behalf of the Assistant Deputy Under Secretary of Defense (ADUSD) for Transportation Policy (TP) intends to issue a solicitation for ENHANCING THE SAFE AND SECURE DISTRIBUTION OF DODS AA&E AND OTHER HAZARDOUS MATIERIAL under full and open competition procedures. Interested small businesses who are certified and qualified as a small business concern in NAICS code 541614, size standard $6.5 million dollars are encouraged to submit a capabilities package outlining their experience in the following key area(s): program and management support; analysis, strategic planning and implementation support; requirements analysis, process assessments and policy review; tec hnology and systems assessment and integration, and data management. Capability packages must be submitted by March 14, 2007, 12:00 PM Eastern Standard Time (EST.) If at least two (2) responsible small business concerns are determined by the governmen t to be capable of performing this requirement based on an evaluation of the capabilities packages (limited to 25 pages, single sided), the requirement will be solicited as a 100% set-aside for small business concerns. If capability packages are not re ceived from at least two (2) responsible small business concerns by the response date or if the government determines that no small businesses are capable of performing this requirement based on an evaluation of the capabilities packages submitted, this re quirement will be solicited under full and open competition procedures. Under this requirement, the contractor shall provide all personnel, equipment, tools, materials, supervision, and other items necessary to complete the work. A Single Award, Fir m Fixed Price contract is contemplated. The period of performance is a base period of twelve months and two (2) option years. All prospective offerors must have a Commercial and Government Entity (CAGE) code and be registered with the Central Contractor Registration (CCR) at http://www.ccr.gov. This will be an electron ic solicitation release. No hard copies will be mailed. Interested small businesses may obtain a draft copy of the PWS at the website shown below, reference W91WAW-07-T-0050. A written Request for Quotes (RFQ) will be posted on or about March 26, 2007 for download on the CCE Homepage at: http://dccw.hqda.pentagon.mil/services/RFP1.asp , Title: Enhancing the Safe and Secure Distribution of DoDs AA&E and other Hazardous Matier ial No offers are being requested at this time. No paper copies of the solicitation will be issued. All amendments to the solicitation will be posted to this FedBizOpps website. Contractors are cautioned to check this website for amendments. No solicitation mailing list will be complied. The contractor is responsible for all costs for producing and mailing their proposal.
