Description

The Army Contracting Agency (ACA) Contracting Center of Excellence (CCE), Pentagon, on behalf of the Assistant Deputy Under Secretary of Defense (ADUSD) for Logistics Plans and Studies (LP&S) intends to issue a solicitation for Capability-Based Logi stics Cost Analysis under full and open competition procedures. Interested small businesses who are certified and qualified as a small business concern in NAICS code 541614, size standard $6.5 million dollars are encouraged to submit a capabilities p ackage outlining their experience in the following key area(s): analytical expertise; logistics management expertise; resource management expertise; and operations analysis expertise. Capability packages must be submitted by March 14, 2007, 12:00 PM Easte rn Standard Time (EST.) If at least two (2) responsible small business concerns are determined by the government to be capable of performing this requirement based on an evaluation of the capabilities packages (limited to 25 pages, single sided), the r equirement will be solicited as a 100% set-aside for small business concerns. If capability packages are not received from at least two (2) responsible small business concerns by the response date or if the government determines that no small businesse s are capable of performing this requirement based on an evaluation of the capabilities packages submitted, this requirement will be solicited under full and open competition procedures. Under this requirement, the contractor shall provide all personnel , equipment, tools, materials, supervision, and other items necessary to complete the work. A Single Award, Firm Fixed Price contract is contemplated. The period of performance is a base period of twelve months and four (4) option years. All prospect ive offerors must have a Commercial and Government Entity (CAGE) code and be registered with the Central Contractor Registration (CCR) at http://www.ccr.gov. This will be an electron ic solicitation release. No hard copies will be mailed. Inter ested small businesses may obtain a draft copy of the PWS at the website shown below, reference W91WAW-07-T-0049. A written Request for Quotes (RFQ) will be posted on or about March 26, 2007 for download on the CCE Homepage at: http://dccw.hqda.pentago n.mil/services/RFP1.asp , Title: Capability-Based Logistics Cost Analysis. No offers are being requested at this time. No paper copies of the solicitation will be issued. All amendments to the solicitation will be posted to this FedBizOpps website. Contractors are cautioned to check this website for amendments. No solicitation mailing list will be complied. The contractor is responsible for all costs for producing and mailing their proposal.
