Description
The Bureau of Labor Statistics intends to enter into a sole source contract under Simplified Acquisition Procedures with Professor Ariel Pakes, 215 Brattle Street, Cambridge, Massachusetts 02138-3346 to provide marketing research services for a new method of quality-change filtering to the Consumer Price Index (CPI). CPI currently estimates at most one hedonic regression a year for each product in order to filter product-quality change from monthly price indexes that are meant to measure only price change. Infrequent re-estimation of hedonic regressions reduces index accuracy because the estimated regressions obsolesce rapidly, but more frequent estimations have been prohibitively costly. A new method, derived in the context of very simple research indexes, permits monthly re-estimation at low cost by drastically reducing the amount of data verification needed. This method in principle can be implemented in the much more complex environment of the CPI, but numerous obstacles stemming from this complexity must be overcome. Innovative research addressing these problems is needed. The BLS is initiating a research contract for such research, in the context of the CPI sub index for television. This category of good has much in common with other technologically changing items, so what is learned from TV should provide guidance more generally. For this research the BLS is seeking a contractor whose innovations in econometrics and quality-adjustment have been recognized by the economics profession as being of the highest caliber. The contractor must also be familiar with the intricacies of the construction of the CPI. Professor Pakes has previously completed three contracts for BLS on evaluating alternative quality adjustment techniques for the CPI, with the paper from his earliest contract eventually being published in the American Economic Review, the world?s leading general economics journal. He is therefore very familiar with the methods and intricacies of the CPI. Total cost for this requirement will NTE $3,000.00 This notice of intent is not a request for offers.
