- The National Institutes of Health (NIH) National Institute of Child Health and Human Development (NICHD) proposes to procure a rebuilt Indoor air-cooled helium compressor from Bruker Biospin Corporation, 15 Fortune Drive, Manning Park, Billerica, MA 01821. The item/service to be procured is a rebuilt indoor air-cooled helium compressor which includes the installation, recrating of the old compressor and zone charges. The compressor must have a minimum warranty period of ninety (90) days, including parts and labor. Bruker Biospin is the only party known to NICHD that can meet the above requirements. The acquisition is to acquire the rebuilt compressor that is manufactured by Sumitomo Heavy Industries and according to specifications shall be for use with the Bruker-Biospin cryoprobe system and is not available from any other supplier since it must interface mechanically and electronically with existing Bruker equipment in the NICHD lab. In partnership with Sumitomo, Bruker has the responsibility for servicing these systems. This is an exchange agreement, which requires that the existing old compressor (located in the NICHD lab) be shipped back in the crate that the rebuilt compressor arrives in. This is not a solicitation for competitive proposals. However, if any other interested party believes that it can meet the requirements it may submit a statement of capabilities. The capability statement and any other information furnished must be in writing and must contain material in sufficient details to allow NICHD to determine if the party can meet all of the foregoing requirements. Offers must also be accompanied by descriptive literature, warranties and/or other information that demonstrates that the offer meets all of the foregoing requirements. Capability statements and related materials must be received in this office by p.m. EST on March 19, 2007. The determination to compete or not compete the proposed contract based upon responses to this notice is solely within the discretion of the Government.
