Description
The NATO Maintenance and Supply Agency (NAMSA) intends to advertise for International Competitive Bidding (ICB) on works and services within the framework of the Military Budget Committee. Eligible firms will be invited to provide bids on the provision of operating facilities and living accommodations at Kabul International Airport, Afghanistan. NAMSA is acting as the Host Nation for the implementation of Serial 2006/5VA30375-0- Operating Facilities, Project ENG 068C; and Serial 2006/5VA30376-0 - Living Accommodations, Project ENG 068D. The bidders list for this ICB will include registered firms identified from the NAMSA Source File as well as additional bidders nominated by NATO member nations in response to this Notification of Intent. NAMSA intends to use the Sealed Bids procedure. The estimated value of this project is not available at this time. The reference for this Invitation for International Bids (IFIB) is IFIB-IPEAFG008. The U.S. Department of Commerce will be using the reference IFIB-ISAF-IPEAFG008. OPERATIONAL REQUIREMENTS The object of this Design-Build contract for the accelerated construction in the area of Kabul International Airport includes the following facilities: - Airport Passenger Terminal - HQ Office Main Building - Cargo Office (CATO) - Camp roads - Relocation of existing Hangar (rotary wing) - Medical Facility Role 1 - Limited De-mining Operations - Enhance Force Protection at KAIA - Provide APOD Operations Centre - Provide Logistics Facilities (Workshop, Warehouses, solid waste compactor plant) - Provide Dog Kennel Complex - Potable Water System - Electrical Power Network - Berthing Accommodations (20% with new containers, 80% with existing containers to be relocated) - Morale and Welfare Facilities - Sewage and Waste Water Treatment System - Landscaping All for a population of 1600 people max. All the above facilities are to be designed and built to withstand intense seismic actions and limited Rocket and Mortar attacks. SPECIFIC TERMS AND CONDITIONS Period of Performance: 400 calendar days from Award of Contract. Partial Bidding: Not allowed. Follow-on Services: None envisaged at this stage. Optional Requirements: None envisaged at this stage. Quality Assurance: To be provided at the time of the ICB. Security Level Required: NATO UNCLASSIFIED Language: The IFIB and the subsequent procurement contract will be in the English language. Offers and any communication to be made by the bidders, and any technical data or documentation to be furnished by the contractors must be also in English. BIDDING PROCEDURE The U.S. Department of Commerce does not serve as the Host Nation for NATO projects. Its role is to approve for bidding those firms of NATO-member nations with a facility located within the United States. Only firms approved by the U.S. Department of Commerce will be allowed to bid. Please visit the following website for instructions on applying for approval to bid on NATO projects: http://www.bis.doc.gov/defenseindustrialbaseprograms/OSIES/NATOprograms/index.htm With the exception of those firms already identified as potential sources from the NAMSA Source File, firms must be nominated to the bidders list with the required Declaration of Eligibility (DOE). A firm that has been approved for bidding on NATO projects must request that the U.S. Department of Commerce issue the required DOE for each project on which the firm wishes to bid. The DOE is used to nominate the firm to the Bidders List for a particular project. The Host Nation will not accept requests for nomination received directly from firms. Firms added to the bidders list will be contacted directly by the Host Nation when the IFIB has been issued. IMPORTANT DEADLINES 1. Final date for the U.S. Department of Commerce to submit a Declaration of Eligibility on your behalf: 26 March 2007 2. Period in which the Host Nation intends to distribute the IFIB to those on the Bidders List: 2 - 13 April 2007 3. Anticipated closing date for receipt of bids: TBD 4. Anticipated contract award date: TBD Bidders will be allowed no fewer than 42 days to reply to the IFIB. The bids to be received in response to the IFIB will be valid for a period of 120 days.
