Description
The Project will be solicited on an unrestricted basis and procured using a Best Value Decision based on the Two-Phase Design Build Process in accordance with Federal Acquisition Regulation (FAR) Subpart 36.3. The estimated cost range in $10,000,0 00 and $25,000,000. Options may be included. This solicitation will be issued in electronic format only. Paper copies of this solicitation will not be available. Other methods of requesting a package will not be honored. Offerors must register in the Central Contractor Registration (CCR) at www.ccr.gov. After completing CCR, in order to download RFP documents, Contractors and their subcontractors must register at Federal Technical Data System (FedTeDS) at www.fedteds.gov, Contractors can locate solic itations by going to FedBizOpps at www.fedbizopps.gov and searching for the solicitation number. Offerors can also locate solicitation link at https://ebs.swf.usace.army.mil/ebs/AdvertisedSolicitations.cfm?Seldist=SAS, Contractors can register to be put on a plan holders list that others can access through the FedBizOpps site. It is the Offerors responsibility to check the internet addresses provided as necessary for any posted changes to this solicitation and all amendments. TECHNICAL MATTERS: Technical inquiries are to be submitted via Bidder Inquiry in ProjNet at www.projnet.org\projnet To submit and review bid inquiry items, bidders will need to be a current registered user or self-register into system. To self-register go to web page, click BID tab select Bidder Inquiry, select agency USACE, enter Key for this solicitation listed below , and your e-mail address, click login. Fill in all required information and click create user. Verify that information on next screen is correct and click continue. From this page you may view all bidder inquiries or add inquiry. Bidders will receive an acknowledgement of their question via email, followed by an answer to their question after it has been processed by our technical team. Bidder Inquiry Key E4QM9X-ODIGNV Description of work: This solicitation is for the design, permitting, site preparation, renovation, and construction of several buildings in support of various Marine Corps Reserve Units relocating from Naval Air Station (NAS) Atlanta to Robins AFB, Georgi a. The project is on the northern portion of Robins AFB along the eastern side of the airfield. The project will include renovating several existing buildings, construction of a new helicopter maintenance hanger with associated parking, and relocation of a roadway adjacent to the new hanger. Specific project requirements include: Construct a new Maintenance Hanger (approximately 40,000 SF). Renovate existing buildings for ground supply maintenance; ordnance work space; group toilet building; and, an existi ng hanger building for ground supply storage & distribution. Minor renovations to an existing administrative building are required. Site improvements include access drives, POV and Govt vehicle parking, all utility service connections, and landscaping. The following are evaluation factors and level of importance. PRICE is equal in importance to ALL TECHNICAL FACTORS when combined. TECHNICAL FACTORS: FACTOR 1-1: OFFEROR PAST PERFORMANCE. This factor is significantly more important than Factor 1-2 and Factor 1-3. FACTOR 1-2: CORPORATE RELEVANT SPECIALIZED EXPERIENCE: This factor is equal in importance to Factor 1-3. FACTOR 1-3: TECHNICAL APPROACH NARRATIVE. FACTORS 1-1, 1-2, and 1-3 together are equal in importance to Factor 2-1. FACTOR 2-1: BUILDING FUNCTION AND AESTHETICS: This factor is more important than Factors 2-2, 2-3, and 2-4. FACTOR 2-2: BUILDING SYSTEMS: This factor is equal in importance to Fa ctor 2-3 and more important than FACTOR 2-4. FACTOR 2-3: SITE DESIGN: This factor is equal in importance to Factor 2-2 and more important than FACTOR 2-4. FACTOR 2-4: MANAGEMENT EFFECTIVENESS. Phase One for this sol icitation will be issued in electronic format only and will be available on or about 19 March 2007
