Description
The purpose of this project is to enhance the operational readiness of the Army by providing a specialized training facility to simulate battlefield conditions. The primary building of 80,000 gross square feet (single story, Type IIIB construction) consists of instructional space with both administrative and interior support areas such as classrooms, work cells, auditorium, offices, conference rooms, storage, latrines, etc. The entire site is approximately 15 acres and will include grading with stor m water management, all utilities, various pavement sections, a security fence and outdoor training areas. The building exterior wall system is comprised of masonry, metal panels, translucent panels and insulated curtain wall windows. The roofing system consists of a thermoplastic membrane roof. The interior finishes are primarily sealed concrete floor with some raised access flooring and carpet tile with ceramic tile latrines. Typical metal stud gypsum board partitions with some concrete masonry unit w alls and movable interior partitions will be used to allow functional flexibility. Many areas have a STC rating of 50. Much of the ceiling area is exposed. The electrical system will support the heavy power, telephone and data network requirements of th e facility. HVAC will be by variable-volume rooftop air handling units. Controls are Lon-based DDC. The building will be entirely protected with wet pipe sprinkler system. The project goal is to achieve the USACE green building SPiRiT rating of Gold. T he estimated cost range for this project is $10,000,000 to $25,000,000. NAICS Code is 236220. This project will be Low Price Technically Acceptable (LPTA). The lowest priced proposal that is technically acceptable and that has received GO ratings in all categories will be awarded the contract. The technical evaluation factors consist of prime and subcontractor contractor experience, individual personnel experience, prime and subcontractor past performance, management plan and past performance on utilizat ion of small business. Solicitation will be issued approximately 19 March 2007 and proposals are due approximately 30 April 2007 at 4:00 PM (local time). There will be a preproposal conference at Fort Campbell; details will be provided at a later date. The estimated completion time for this project is 670 days.
