- Description
- The Federal Railroad Administration (FRA) intends to issue a Supplemental Agreement expanding the scope of work under Contract No. DTFR53-04-D-0004 with Booz Allen Hamilton, Inc., for project work entitled, Benefit ? Cost Analysis and Implementation Plan for Electronically Controlled Pneumatic (ECP) Braking Technology in the Railroad Industry. The estimated cost for work performed under this action is $400,000. The incumbent has been successfully performing under this contract since September, 2004. The expanded Statement of work will continue the highly specialized analyses, and FRA has concluded that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition, or could result in the unacceptable delay in fulfilling the agency requirement. Therefore, FRA intends to contract for this work under authority of FAR 6.302-1, only one responsible source and no other services will satisfy agency requirements. The period of performance for an anticipated new task order under the expanded effort shall not exceed 2-years. The purpose of this task order will be to verify the business benefits following ECP implementation. The task will compare cost of operating like train sets over the same origination/destination pairs with conventional brakes versus those operating with ECP brakes. Carriers intending to operate ECP brake outfitted trains will need regulatory relief from FRA and have the required waiver in place before commencement of operations and data collection. It is anticipated that railroads and shippers will benefit from ECP implementation and operation but this needs confirmation. The Statement of Work for this effort is available 45 days from the date of this synopsis and shall be made available to qualified contractors upon their request.
