- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation Reference Number VLO070032 is issued as a Request for Quotes (RFQ). The associated North American Industry Classification System (NAICS) code is 611710. Size Standard is $6.5 million. Immigration & Customs Enforcement (ICE) has a requirement for a law enforcement-training seminar, to be held from March 13-16, 2007. The seminar will be held at 5801 E. Slauson Avenue, City of Commerce, CA 90040. Each class will consist of 100 attendees per day. The training topics shall include the following: . Recognizing & reacting to threat cues . Tactics for the single office squad with no back up available . The history behind the principles of contact/cover . Off duty survival for officers and their families . Why ?emotional survival? is as critical as tactics & equipment . When/ Then Thinking . The physiology of lethal confrontations . Communication skills for every situation . An in depth study and comparison of current less than lethal options . Why ?where you shoot? is more than ?what you shoot? . How to stay happy, healthy and motivated throughout your career The Government intends to make a single award to the Offeror that can meet all of the requirements as specified herein. Contract award cannot be made to any vendor not enrolled in the Central Contractor Registration (CCR) program. The CCR website is http://www.ccr.gov. The Offeror may obtain the full text of the clauses electronically at web site http://www.arnet.gov/far. Request for Quotation incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2001- 25. I. Provision 52.212-1, Instructions to Offerors- Commercial Items applies. Provision 52-212-2, Evaluation - Commercial Items applies. With evaluation factors of: a. Technical: Instructor(s) shall possess at a minimum 15 years of experience providing law enforcement related training (Quotes must include the Instructor?s Resume in order to verify experience) b. Price. II. In lieu of completing the ?Offeror Representations and Certifications? and sending back to the Government as formerly required under FAR 52.212-3, the offeror shall submit representations and certifications through the Online Representation and Certification Application (ORCA) at http://orca.bpn.gov, per the Federal Acquisition Regulation amended as of January 1, 2005.
