- NASA/JSC has a requirement for consultation and code development to integrate a library of modular, fast, direct (MFD) computational electromagnetic (CEM) tools into EIGER (Electromagnetic Interactions GEneRalized). NASA/JSC intends to purchase the items from the University of Kentucky (UK). The principal investigator has demonstrated the world's first order Nlog(N) fast, direct solution algorithm for general computational electromagnetic (CEM) problems of low-to-moderate frequencies. The new library of tools circumvent many previous limitations of order Nlog(N) complexity. The organizing principle consists of representing general electromagnetic solution operators in a complete basis of localized solution modes, known as LOGOS modes, that satisfy global boundary conditions. The LOGOS concept was solely developed at the University of Kentucky. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on March 16, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
