- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The Solicitation Number for this notice is NBCR07005 and is issued as a Request for Quotations (RFQ). This announcement constitutes the only solicitation and a written solicitation will not be issued. This document incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-15 (Corrected), effective December 12, 2006. This solicitation is set-aside 100% for small business. The North American Industry Classification Code (NAICS Code) is 611710 (Educational Support Services), business size standard of $6.5 million in annual receipts. The Government intends to award a Fixed Price Contract for a base period from April 1, 2007 through March 31, 2008 along with an additional four (4) one year option periods for the Indian Fiduciary Trust Specialist and Analyst and the Indian Trust Examiner Certification Programs. BACKGROUND: The Department of Interior has a continuing responsibility to provide adequate staffing, supervision and training for trust fund management and accounting activities. Fiduciary trust training is essential to the success of Interior's trust reform efforts and forms an integral part of all training for Interior employees who are involved in the management of Indian trust assets. The Office of the Special Trustee (OST) for American Indians developed Certified Indian Fiduciary Trust Analyst and Specialist certification programs that are required for certain OST and Bureau of Indian Affairs (BIA) employees. These employees are charged with administering certain aspects of the fiduciary trust responsibility for Indian land and assets held in trust by the United States government. OST also developed a Certified Indian Trust Examiner certification program to develop and train personnel to perform examinations of Indian trusts and prepare reports of the condition of the management of the trust. The Special Trustee for American Indians (Special Trustee) uses these reports as part of its statutory requirement to provide oversight and coordinate reforms of practices relating to the management and discharge of the Secretary of the Interior's trust responsibility to Indian tribes and individual Indians. OBJECTIVE: In coordination with the Office of the Special Trustee for American Indians, the Contractor shall provide development of specific courses for both certification programs; provide course training; provide training for review sessions; administer testing; and create and maintain certification databases. SCOPE: A. Certified Indian Fiduciary Trust Specialist and Analyst Programs. The Contractor shall provide the following training, reviews, and exams that will be specific to how the subject area is managed in the federal government trust administration process and shall include a comparison to private sector trust administration. The Contractor shall develop and provide student guides for each course along with including, at a minimum, one student activity. The Contractor private trust sector subject matter experts shall assist the Government in reviewing and modifying course curriculum, as needed. The class size shall be 25 students or less. All travel costs and class materials shall be included in the price of each class provided. A quote for the base period and option periods is requested for the following: ? Indian Fiduciary Trust Principles and Exam Three and 1/2 day course ? Probate Two and 1/2 day course ? Risk Management Two and 1/2day course ? Guardianship Two and 1/2 day course ? Asset Management Two and 1/2 day course ? Trust Accounting Two and 1/2 day course ? Fiduciary Behavior Two and 1/2 day course ? Certification Review and Exam (CIFTS) Four day course ? Trust Investments Two day course ? Update and Advancements Two day course Fiduciary Specialty E-Lesson on DVD - 100 Qty: B. Course Development. The Contractor will develop a two-day continuing education program to include updates, advancements, and regulatory changes within the seven certification course topics to meet 32 hours of continuing educational credit requirements for Certified Indian Fiduciary Trust Specialist designation. C. Certified Indian Trust Examiner (CITE) Program. The Contractor shall provide the following training, reviews, and exams that will be specific to how the subject area is managed in the federal government (Generally Accepted Government Auditing Standards and Quality Standards for Inspections issued by the Presidents Council on Integrity and Efficiency) and/or trust administration process and will include a comparison to private sector auditing standards and trust administration. The Contractor shall develop and provide student guides for each course along with including, at a minimum, one student activity. The Contractor private trust sector subject matter experts shall assist the Government in reviewing and modifying course curriculum, as needed. 1. CITE Level I: ? Contractor shall be registered with the National Association of State Boards of Accountancy (NASBA) as a sponsor of continuing professional education on the National Registry of CPE Sponsors. B. The Contractor shall provide instructors with expert knowledge and experience with one or more of the following credentials: ? Certified Trust and Financial Advisor ? Certified Trust Operations Specialist ? Certified Trust Audit & Compliance Professional ? Chartered Fiduciary Services Auditor ? Certified Financial Services Auditor ? Certified Fiduciary National Trust Examiner ? Certified Fiduciary and Investment Risk Specialist DELIVERABLES: The Contractor shall develop and coordinate a delivery schedule with the Contracting Officer's Representative (COR) for the following deliverables: A. The Contractor will develop and provide a comprehensive bank of at least 150 questions, to be used for exams, from the certification courses for both the Certified Indian Fiduciary Trust Specialist and Analyst Programs and Certified Indian Trust Examiner Programs. B. The Contractor shall administer exams, score, report, and warehouse exam results for use in the administration of the certification. Reporting shall be made to the individual certification candidate and the certification authority for confirmation of successful passing of the exam. C. The Contractor shall provide certificates of completion for all candidates successfully passing the exam and certificates of attendance for all courses. A data warehouse will be maintained for all program attendance, completion and certification and provide reports to COTR on an as-requested basis. D. The Contractor shall coordinate with specified state bar associations for continuing educational credit hours for each course. E. The Contractor shall provide Fiduciary Specialty E-Lesson DVD to Certified Indian Fiduciary Trust Analyst participants and a CITE E-Lesson DVD to Certified Indian Trust Examiner participants. DELIVERY: "FOB" Destination" means all transportation or freight costs shall be paid by the Contractor and included in the unit price quoted for each item. Past Performance: The Offeror shall provide documentation to support past performance. The Government may, at its discretion, base past performance on past knowledge and previous experience with the contractor, supply or service being provided, customer survey or other reasonable basis. 3. Price: Award shall be made to the offeror whose quotation is determined to represent the best value to the Government, after considering technical and past performance.
