Description
The U.S. Army Space and Missile Defense Command on behalf of the Joint Vaccine Acquisition Program intends to procure on a sole source basis a commercial, FDA-licensed Vaccinia Immune Globulin Intravenous (VIGIV) to treat severe reactions to smallpox vaccinations. The intended source is Cangene Corporation, 104 Chancellor Matheson Road, Winnipeg, Manitoba, Canada. It is anticipated a contract will be issued for a one year base period for ordering product and 6 options periods to procure additional p roduct as required, for a maximum possible total of seven years. This contract will be issued using other than full and open competition procedures in accordance with FAR 6.302-1 and 10 U.S.C. 2304(c)(1), only one responsible source and no other supplies or services will satisfy agency requirements. Cangene Corporation is the only known FDA license holder for VIGIV which currently has the manufacturing capability to maintain the Department of Defense's (DoD's) requirement for a stockpile of 300-1,200 Troo p Equivalent Doses (TEDs). DoD will require contractor to collect source plasma, complete production of final FDA-approved VIGIV, store and distribute DoD stockpile, and provide all materials and documentation required to meet FDA Post-Marketing Commitment s. This is not a request for competitive proposals but parties purporting to have the requisite credentials to furnish these supplies must provide in writing, factual information which clearly supports and demonstrates that their VIGIV product is FDA appr oved, has an existing approved manufacturing facility, as well as the capability to maintain their manufacturing facility and FDA license so the DoD will have a continuous stockpile of licensed VIGIV. This information MUST be emailed to leo.fratis@amedd.a rmy.mil or faxed to his attention at (301)619-7421 by no later than 4:00 p.m. on 27 March 2007. A determination not to compete this proposed action based on any response to this notice is solely within the discretion of the contracting officer.
