Description
This is a combined synopsis/solicitation to procure a shipboard flow-through water quality sampling system. The requirement is a shipboard flow-through water quality sampling system (System) to be mounted in a thirty foot wooden boat (boat information at http://www.sultanaprojects.org/theshallop.htm), for a four month sampling cruise in the Chesapeake Bay and its tributaries. Intake should be pumped during sampling from a below water line through-hull fitting and discharged overboard. Sampling is required at regular (ideally 30 minute) intervals for 1)Temperature, conductivity, dissolved oxygen, chlorophyll A, turbidity; 2)pH, Phosphate, nitrate concentrations desired but not required. The System must (i) have low power consumption sufficient to run for 4-7 days on a 100 amp-hour marine battery; (ii) be compact to fit into approximately 0.5 m3 space; (iii) collect location information via GPS and transmit location and water quality data via satellite and/or CDMA cellular for dissemination in real- or near real-time; and (iv) operate autonomously with minimum maintenance over the 4 month cruise duration. The terms and conditions and incorporated clauses are those in effect through Federal Acquisition Circular Number 2005-15. The provisions and clauses may be downloaded at http://www.acqnet.gov/far. The following provisions and clauses shall apply to this solicitation: FAR 52.212-l, Instructions to Offerors - Commercial, applies to this acquisition and there is no addendum to this provision; FAR 52.212-2, Evaluation - Commercial Items, the Government shall award a purchase order resulting from this solicitation to the responsible offeror conforming to the solicitation which will be most advantageous to the Government, price and other factors considered; FAR 52-212-3, Offeror Representations and Certifications - Commercial Items, applies to this acquisition and there is no addendum to this provision; FAR 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition and there is no addendum to this provision; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition. All interested contractors must be actively registered in the Central Contractor Registration (CCR) at the CCR website (www.ccr.gov). These services will be acquired using simplified acquisition procedures in accordance with FAR Parts 12 and 13, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; quotes are being requested; a written solicitation will not be issued. Contractor proposals shall include all pricing including shipping to Annapolis, MD. The resulting purchase order will be awarded on a firm fixed price basis. The Government may award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered on a best value basis. The Government reserves the right to make a single award, multiple awards, or no award as a result of this RFQ. All responsible sources may respond to this combined synopsis/solicitation with a quotation addressed to Catherine Perren, NOAA Acquisition Division, 1305 East West Highway, Room 7141, Silver Spring MD 20910, to be received no later than 12:00 p.m., March 15, 2007. Responses shall be emailed to catherine.a.perren@noaa.gov and submitted in paper with an original and three paper copies. Responses shall be no more than 10 pages.
