- This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplement with additional information included in this notice. This announcement constitutes the only solicitation, request for proposals are being requested and a written solicitation is posted at www.whs.mil/apo/ under solicitation number HQ0034-07-R-1022. The posting includes: Request for Proposals (RFP), Statement of Objectives (SOO) and 2 Attachments . The Pentagon Force Protection Agency (PFPA) Chemical, Biological, Radiological, and Nuclear (CBRN) Directorate requires a single requirement for environmental sampling units collection and analysis, since analysis is contingent upon collection and collection obligates analysis. The Government may benefit from awarding two contracts, one for the collection effort and another for the analysis effort, therefore, the SOO is issued in two parts. Offerors may submit proposals for either the collection, or the analyses, or the combined collection and analysis effort. Offerors should clearly convey the best possible value since the Government anticipates to make award for either collection or analysis, or combined collection and analysis efforts without discussion. The Government intends to award a performance-based, firm fixed price incentive (FPI) IDIQ contract resulting from this solicitation to the responsible offeror whose offer confirming to the solicitation will be the most advantageous to the Government all factors considered. Source selection procedures will be used in accordance with the FAR parts 15 and 17. This procurement is issued as a full and open competition. The NAICS codes are 541380/541614 with a business size standard of $17,000,000.00. All firms or individuals responding must be registered with the Central Contractor Registration (CCR), www.ccr.gov. Proposals are due no later than 4:00 pm est. Thursday, 29 March 2007.
