- The General Services Administration (GSA) is soliciting firms that may be interested in performing the food service contract (NAICS Code 722310) at the William J. Green Federal Building (600 Arch Street, Philadelphia, PA) and the James A. Byrne U.S. Courthouse (600 Market Street, Philadelphia, PA). The contractor shall establish and operate, in the contractor's name, the food services facilities as described in the solicitation, for the purpose of dispensing food, nonalcoholic beverages and other such items in accordance with all terms and conditions specified within the solicitation. This cafeteria is to be operated for the benefit of approximately 1,400 employees in the William J Green Building and 550 of the James A. Byrne U.S. Courthouse occupying the building. The Green Cafeteria is located on the 2nd floor of the William J. Green Federal Building. The cafeteria is approximately 16,000 square feet. The Judge's Cafeteria/Dining Room/Court Employee Dining Area are located on the 3rd floor of the James A. Byrne Courthouse. The approximate square footage for each area is as follows: Judge's cafeteria (kitchen area and storage)-964 sq. ft., Court employee dining area- 1304 sq. ft, and the Judge's dining room- 1322 sq. ft. Specialized service note: The Judge's dining room is self bused and shall be equipped with chinaware, silverware, utensils and vinyl tablecloths. Cooking should be done on both premises. Cafeteria services shall be provided five (5) days per week, Monday through Friday (except holidays observed by the Federal Government) from 6:30 a.m. to 2:30 p.m. Customers shall have the option to be served until 2:30 pm. This procurement is open to all business concerns. The period of the contract is for a base period of five (5) years, with the possibility of two five-year option periods. The contract will be competitively negotiated. The award will be made through informal source selection procedures to the contractor whose proposal appears to be the most qualified to provide the required services to the Government. The Source Selection evaluation criteria to be utilized are as follows in descending order of importance: 1) Past Performance; 2) Menu; and 3) Management Plan. The solicitation to be issued on or about March 8, 2007 will require submission of a detailed proposal outlining and documenting your compliance with the above criteria. A pre-proposal conference will be held at a place and time to be announced when the solicitation is issued. It will be in the prospective offeror's interest to attend this conference. After contract award, all contractor employees will need to complete a full background clearance (HSPD-12). Offerors MUST be registered in the Contractor's Central Registration (CCR) database in order to participate in this procurement. The website for CCR is (http://www.ccr.gov). Security procedures are being enacted to reduce the risk that sensitive unclassified material will be used for dangerous or illegal purposes. Therefore, only authorized users will be issued a copy of the specifications, and these documents cannot be copied once obtained. The following procedures must be adhered to by all authorized users. Offerors who want a copy of the solicitation package must complete the attached "DOCUMENT SECURITY, NOTICE TO PROSPECTIVE BIDDERS/ OFFERORS. This document must be submitted with a copy of the firm's business license or other documentation granted by the state or local jurisdiction to conduct business. This document shall indicate the name, address, phone number of the company, state of corporation, and the name of the individual legally authorized to act for the company. The business must be the type required to do the work. In the rare case where the business license is not available from the jurisdiction, the information shall be provided and testified to by the submitter. A valid DUNS Number and IRS Tax ID Number is required on the Document Security Form. DUNS numbers will be verified. The form must be signed and dated to show agreement with the conditions set forth in the document. Offerors can fax the completed form to Ms. Stephanie F. Hill so she can begin the review process, but the solicitation package cannot be released until the original signed Document Security form is received. The fax number is 215-446-6111. Upon receipt of a correctly completed original form, Ms. Hill will mail one set of the specifications to the prospective offeror. Upon award of the contract resulting from this solicitation, the unsuccessful offerors must destroy the specifications.
