- Description
- The purpose of this amendment (#0003), is to revise the synopsis in its entirety as follows: The U.S. Army, TACOM-Picatinny, Picatinny Center for Contracting and Commerce, Picatinny Arsenal, NJ 07806-5000, on behalf of the Office of the Project Manager Soldier Weapons, has interest in procuring a multi-purpose tool and storage case. The multi-purpose tool will provide the Soldier with the versatility of a number of frequently used tools. Interested vendors will have an equal opportunity to submit bid samples for technical evaluation. The Request for Proposal (RFP), will clearly state each of the requirements. The Government will invite each offeror to submit ten (10) bid samples (at no cost or obligation to the Army) for bid sample testing (BST) and evaluation. The Army BST will evaluate how well each candidate meets the Physical and Performance Characteristics outlined in the RFP. The RFP will be available for downloading from the following website located at http://procnet.pica.army.mil on or about March 23rd 2007. The item is envisioned to be a commercial off-the-shelf (COTS) or a non- developmental item (NDI). The item must currently be in production, developmental items are neither permitted nor desired. The multi-purpose tool shall be the Gerber Multi-Plier 600 Needlenose (manufacturer Gerber Legendary Blades Div., Fiskars Brand Inc., mfg. # 7550G) or equivalent. The multi- purpose tool shall contain, at a minimum, the following components: needle- nose pliers, wire cutter, ability to attach to a lanyard, serrated and straight knife blade, different size flat tip screwdrivers and at least one cross-tip screwdriver, and a file. Each multi-purpose tool shall be supplied with a carrying case. The multi-tool (only) shall not weigh more than 9 ounces and the multi-tool with carrying case shall not weigh more than 11 ounces. The multi-tool overall length shall not exceed 7 inches. The overall length is defined as the length of the tool with the needle-nose plier???s jaws extended. The length closed shall not exceed five and one quarter (5.25) inches. The multi-purpose tool shall allow for one (1) handed deployment of the plier head and positive locking in the open position. The multi-tool components shall fold into the handles. The multi-purpose tool shall come equipped with a locking system that allows all of the tools to lock in the open position, and be released by lock release mechanism for safety. The item shall be constructed of corrosion resistant materials and have a dull/non-reflective surface finish. The color of the multi-tool shall be black. The multi-tool carrying case shall be desert tan, black, olive drab in color, or a low IR signature MOLLE compatible ACU pattern and constructed of synthetic, water resistant. Rapid drying soft material. The multi-tool carrying case shall have a positive method of closing to ensure tool is secured inside and shall allow for attachment to the soldier???s belt. Solicitation will be full and open competition for an Indefinite Delivery/Requirements contract that contains a basic ordering period and four subsequent ordering periods; with a maximum order quantity of 775,000 units. The contractor must be able to sustain a delivery schedule of a minimum of 5,000 multi-purpose tools per month with the capability to increase up to 30,000 per month.
