- The Contracting Center of Excellence (CCE) on behalf of the Office of the Chief of Chaplains intends to award a sole source contract to Kansas State University, Office of Research and Sponsored Programs, 2 Fairchild Hall, Manhattan, KS 66506-1103. T he University will assess the impact of deployment experience upon the career intentions, relationships, and satisfaction with the Army for mid-career officers, assess utilization and evaluation of chaplain services by mid-career officers to affirm the eff ectiveness of Chaplain programs, assess the impact of objective deployment experience, subjective deployment experience, and work-family and family-work conflict upon: career retention intentions, satisfaction with the Army way of life, and important relat ionship outcomes. The University will also assess significant relationship transitions, assess the aforementioned objectives in the context of and controlling for important demographic variables, conduct a thorough literary review of current and historic studies that impact knowledge of these variables, plus provide monthly program updates and final program evaluation and a written report. Kansas State University, Office of Research and Sponsored Programs is the only source that can provide the requested service. The lead investigator for the University is a retired Army Colonel who is also a national leader in Marriage Education Research. He has a long relationship with the Army Chaplain Corps and an intimate knowledge of deployment issues and their rel ationship to Army marriage survival. As a result of these pre-existing relationships, he is the only person nationwide who can quickly form research that will grasp the subtleties of Army life. The period of performance for this effort will be for twelve (12) months from contract award. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, Only One Responsible Source. This notice of intent is not a r equest for competitive proposals. However, the Government will consider all capability statements received by 10:00 AM on 07 March 2007. A determination by the Government not to compete this proposed contract upon responses to this notice is solely withi n the discretion of the Government.
