Description
This is a modification to prior Request for Quotation (RFQ), Reference Number F1DT876325A100. Items a. and m. are revised and item p. is added, as seen below. On behalf of the the Air Force Office of Special Investigations (AFOSI), Andrews AFB, MD, the Air Force District of Washington (AFDW) Contracting Office intends to procure, on a competitive basis, a requirement for 23 mobile Digital Video Recorders (DVRs). Vendors must meet ALL of the following technical specifications for the DVRs: a. Must be durable for rugged terrain. DVRs will be mounted in armored vehicles used in hostile deployed/combat environments. The vehicles the DVRs will be installed in will commonly be driven off road, over curbs and sidewalks, and may be used to ram other vehicles (see related item p. below); b. Must operate on 12 Vdc vehicle power; c. Must be automatic. The DVRs must be able to be tied into the vehicle ignition switch and must record anytime the vehicle is running; d. Must have at least 4 video and 1 wired audio input; e. Must provide 12 Vdc @ 1 Amp power for each camera; f. Must support NTSC video inputs and outputs; g. Must record video in MPEG 4 format. MPEG 4 is viewable using AFOSI computers with standard AFOSI software loads. Other formats such as MPEG 2, AVI, and MJPEG do not work on all AFOSI standard computers without additional software; h. Must have a recording frame rate of at least 27 frames per second (FPS); i. Must allow for transfer of video data through a USB 2.0 connection; j. Must have a maximum operating temperature of at least 130 degrees F; k. Must be easily replaced by non-technically trained personnel (easy installation and no programming preferred); l. Must have an indoor docking station or capability to operate off facility (110Vac) power; m. Must be able to fit in an area of H 2.25 inches, W 7.75 inches, and D 9.5 inches. These are the dimensions used by the armored vehicle companies to design the rear area of the vehicles; n. Must have built in Global Positioning System (GPS). System must record GPS data on the recorded video; o. Must have the capability to record at least 6 continuous hours of video. p. Must have a locking vibration tolerant mounting adapter that secures the DVR yet allows easy removal of DVR for use on docking station. The North American Classification System (NAICS) code for this effort is 421410. Contractor?s must be registered in the Central Contractor Registration (CCR) to do business with the Government. Please include vendor cage code, DUNS, tax ID, business size and POC information. Closing date for this RFQ is 3:00 pm EST on 6 Mar 07. Electronic quotes are preferred.
