- This is a combined synopsis/solicitation for a commercial Internet subscription prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Request for Quotation is DE-RQ65-07WA35395 and the solicitation and incorporated provisions and clauses are in effect through Federal Acquisition Circular No. 2005-15. The NAICS Code is 519190 and the business size is $6.5 Million. A fixed-price contract is anticipated. The Period of Performance is one (1) year. The anticipated award date is March 23, 2007. All qualified, responsible business sources may submit a quote. This procurement is being solicited under Simplified Acquisition Procedures. Western Area Power Administration has a requirement for a subscription for Internet access of industrial standards, including updates, as follows: American Society for Testing and Materials (ASTM) International Complete - 2 User Web and American Welding Society (AWS) Complete - 2 User Web. This service is for a Web Tool whereby industrial standards can be accessed. The requirement for Internet access to industrial codes and standards are necessary to ensure that specifications referenced in Western???s contracts are accurate and current. Proposals should be prepared in accordance with 52.212-01, Instructions to Offerors-Commercial Items. The following factors will be used to evaluate offers: Technical capability of the subscription to provide Internet access to all of the industrial standards listed above, price and past performance. Technical capability and past performance are approximately equal to price. The following clauses are applicable to this acquisition: 52.212-4, Contract Terms and Conditions-Commercial Items; 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items. Add the following addenda: FAR Clauses 52.213-2, 52.222-3, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-1, 52.225-13, 52.227-19, 52.232-33, and WAPA LH.0000-0078. Prospective contractors shall have completed annual representations and certifications at http://orca.bpn.gov in conjunction with required registration in the Central Contractor Registration (CCR) database.
