Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, STREAMLINED PROCEDURES FOR EVALUATION AND SOLCITATION FOR COMMERCIAL ITEMS, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THE FOOD AND DRUG ADMINISTRATION INTENDS TO AWARD A PURCHASE ORDER FOR THIS PROCUREMENT. Electron Spin Resonance Spectrometer Requirements: The instrument must consist of, at minimum, the following: 1. Magnet a. 8" or larger double yoke magnet with 62 mm air gap b. Maximum magnetic field strength of at least 9 kiloGauss (kG) or 0.9 Tesla at full application of power c. Water cooled d. Compatible with temperature control systems e. Suitable for L-band, S-band, X-band and K-band 2. Magnet power supply a. Solid state b. 2.7 kW power output (minimum), compatible with magnet c. Water cooled (with heat exchanger) 3. Magnetic Field Control a. Hall-type field control over 100G-18 kG range; sweep range 0-18 kG in single scan b. Field accuracy to 800 milliGauss or better over operational range c. 18 bit sweep resolution , 16.7 million point scan acquisition 4. High Resolution Signal Channel Module a. Precision RF synthesizer, 10 kHz and 100 kHz frequencies b. Receiver gain: 0-106 dB in 1 dB steps c. 18 bit signal amplitude resolution d. 300 kHz detection bandwidth e. Sequential detection of first and second harmonic f. 0 and 90 degree modulation with sequential detection g. 0.1 degree phase resolution h. Automatic calibration of phase and amplitude 5. Standard Microwave Bridge with integral frequency counter a. X-band capability, solid state b. Usable with high Q and low Q probeheads c. Automatic frequency gain control, +/- 4 MHz dynamic range, 10- 6 stability d. 60 dB maximum attenuation 6. Bridge controller with integrated frequency counter a. Sweep width 50 G b. Automated tuning c. Automated cavity matching 7. High Sensitivity probehead a. Optical window b. 19 mm sample access c. 12 G maximum modulation amplitude d. Weak Pitch Signal:noise ratio 1200: 1 e. Weak pitch sensitivity, maximum of 2.5 x 109 spins/G 8. Ultra Low Noise Microwave Bridge a. 60 dB maximum attenuation b. Weak pitch signal-to-noise ratio = 2000:1 c. Absolute sensitivity 1.5 x 109 spins/G 9. Dielectric room temperature resonator for small volume samples (< 10 ul) 10. Aqueous solution cell accessory 11. Temperature control unit a. 500 K maximum b. Dewar insert 12. Data Acquisition system a. Computer, monitor, ethernet card, Windows XP, printer b. Acquisition controller with Ethernet interface c. EPR software package with i. Acquisition program ii. Spectral manipulation and analysis program iii. Spectra simulation program THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION AVAILABLE. A WRITTEN SOLICITATOIN DOCUMENT WILL NOT BE ISSUED. NO REQUEST FOR QUOTE (RFQ) IS AVAILABLE. NOT WITHSTANDING, ANY FIRM THAT BELIEVES IT IS CAPABLE OF PROVIDING THE REQUIRED SERVICE AS STATED HEREIN MAY SUBMIT A CAPABILITY STATEMENT TO DOCUMENT ITS ABILITY TO PROVIDE THE REQUIRED SERVICES, WHICH WILL BE CONSIDERED IF RECEIVED BY THE FIFTH (5TH) CALENDAR DAY FOLLOWING THE APPEARANCE OF THIS ANNOUNCEMENT. A DETERMINATION TO COMPETE THIS PROCUREMENT BASED ON A RESPONSE TO THIS NOTICE IS SOLEY WITHIN THE DISCRETION OF THE GOVERNMENT.
