Description
The US Army Communication Electronics Lifecycle Management Center (CE-LCMC) intends to request for proposal for Project Manager Night Vision/Reconnaissance Surveillance and Target Acquisition (PM-NV/RSTA) requirement for the System Demonstration, Int egration and Production for application as a multi-mission payload for the US Armyâ¬"s Armed Reconnaissance Helicopter (ARH-70A) and the Extended Range/Multi-Purpose (ER/MP) Unmanned Aircraft System. This will be a best value, full and open competitive pro curement based on Incremented operational requirements. The contract will be for the System Demonstration and Integration phase and contain one range quantity production option. The contract will contain a mix of Firm Fixed Price (FFP) for hardware quantit ies and Cost Plus Fixed Fee (CPFF) line items for the Air Vehicle Integration. The acquisition will be a 6-9 month delivery for the first two non-developmental items for air vehicle integration and flight certification. At the completion of an Operational Assessment and successful Milestone C decision, the production quantity for up to 640 additional units over an 8 year period will be exercised. The offeror will be required to immediately establish Associated Contractor Agreements (ACA) with Bell Helicopte r and General Atomics Aeronautical System Group to begin air vehicle integration through Interface Control Working Group (ICWG). Common Sensor is a multi-sensor day/night imaging payload. It is capable of providing imagery to increase the commanders situat ional awareness (SA) and capable of acquiring, ranging, identifying, and laser designating targets for precision guided munitions. It is the primary payload in the conduct of tactical level reconnaissance and attack missions for the ARH-70A and ERMP UAS. T he Common sensor will also incorporate a Laser Rangefinder (LRF), Laser Target Marker (LTM), and Laser Spot Tracker (LST). The EO sensor provides imagery during high light conditions in color and be capable of black and white imagery when selected by the o perator. The IR sensor provides imagery during various environmental conditions, day and night, to include some battlefield obscurants. The LRF will provide accurate target location and allow a first round fire for effect. The LTM will provide a capability to quickly cue or conduct target handover to personnel equipped with I2 devices. The LST provides the ability to acquire and track coded laser energy and provides another means for target handover. The Common Sensor payload works with and can be cued by t he Synthetic Aperture Radar/Ground Moving Target Indicator (SAR/GMTI) to perform reconnaissance and attack missions in near all weather, day or night. Best Value criteria include meeting the Increment 1 operational requirements within the 6-9 month deliver y schedule, evidence of Electro-Magnetic Interference (EMI) and Environmental compliance, previous experience with ARH and/or ER/MP integration and product maturity. In order to propose on Solicitation W15P7T-07-R-S606, offerors will or may need access to documents Classified as SECRET. In order to receive these documents, a list of contractors, who have certified they possess facilities for receipt and storage capability of SECRET documents, will be compiled by the Contracting Officer. Therefore, if you wi sh to be included on this list of contractors, you must certify that your company has a SECRET facility and SECRET storage capability. The Cage Code and addresses for these facilities must be provided to the Contracting Officer prior to issuance of the sol icitation. E-mail this information to the Contract Specialist, Michelle Prinston, Michelle.Prinston@us.army.mil. You must also provide the name and address of your respective Security officer, who will be in receipt of these documents. Once this informatio n is received by the Contracting Officer and confirmed by the appropriate Government Office, you will be placed on the list of authorized offerors to receive th e SECRET Documents for this solicitation. The Requirement Activity will forward the SECRET documents directly to the authorized offerors. The SECRET documents will or may be issued on or about the same time of posting of the solicitation on the IBOP.
