Description
Request for Information (RFI) Due March 2, 2007 Multi-Functional Printers (MFP) Equipment and Services Description: This publication constitutes a Request for Information (RFI) for the U.S. Department of Transportation (DOT) to identify availability of products with capabilities of meeting the requirements of 508 compliance criteria for scanning, printing, faxing and copying in a multifunctional printer device (MFP) as listed at http://www.access-board.gov/sec508/standards.htm and under RESPONSE INFORMATION REQUIREMENTS below. Responses to this notice will be used for market research by the Office of the Secretary (OST). This is not a commitment to fund any effort submitted in response to this request. I. Request for Information Title: DOT MFP 508 Compliance 3. Request for Information Number: DTOS59-508MFP-RFI1 4. Response Date: March 2, 2007 II. RESPONSE INFORMATION REQUIREMENTS 1. Your response to this RFI should reference the Electronic and Information Technology Accessibility Standards (Section 508) under Subpart B ? Technical Standards Section 1194.23(k) ?Telecommunications Products? and 1194.25 ?Self Contained, Closed Products? and ?Figures to Part 1194? provided at: http://www.access-board.gov/sec508/standards.htm. 2. Your response should indicate whether your product offered is 100% Compliant, Partially Compliant or Not Compliant, for each of the 18 applicable Access Board Standards listed at the end of this synopsis. If your response is partially compliant, state the extent to which the product meets the compliance standard. Please keep the numbered order (1 through 18) in your response. 3. Your response should also include a statement that you can comply with the Information Technology Specifications given in III below. III. ADDITIONAL INFORMATION TECHNOLOGY SPECIFICATIONS Please state your product?s ability to comply with the following: 1. IPV6 DOT requires that any IT Security equipment proposed to meet the design will support IPV4 and IPV6 with deep packet inspection by June 2008. 2. HSPD-12 Prior to the System network installation, the vendor will be responsible for ensuring system network compatibility with the customer agency?s existing network in accordance with Homeland Security Presidential Directive Number 12. Application and Submission Process: The due date is Friday, March 2, 2007, no later than 2 p.m. (Eastern Standard Time). The Government will not reimburse for any cost associated with the development and submission of materials in response to this request. 2. Content and Format of Response: Submittals shall include all information required under II, Response Information Requirements listed above. Information submitted in response to this RFI will be safeguarded from unauthorized disclosure in accordance with Federal Acquisition Regulation 15.207 and applicable DOT Regulations. Upon submission of information, it is your responsibility to ensure that proprietary information is appropriately marked and specifically identified for each page containing proprietary information. Responses will not be disclosed outside the Department of Transportation. The U.S. DOT reserves the right to reject any or all submissions. 3. Washington, D.C. 20590 No. Access Board Standards 1 Self contained products shall be usable by people with disabilities without requiring an end-user to attach assistive technology to the product. Personal headsets for private listening are not assistive technology. 2 When a timed response is required, the user shall be alerted and given sufficient time to indicate more time is required. 3 Where a product utilizes touchscreens or contact-sensitive controls an input method shall be provided that complies with ? 1194.23 (k) (1) through (4). 4 When biometric forms of user identification or control are used, an alternative form of identification or activation, which does not require the user to possess particular biological characteristics, shall also be provided. 5 When products provide auditory output, the audio signal shall be provided at a standard signal level through an industry standard connector that will allow for private listening. The product must provide the ability to interrupt, pause, and restart the audio at anytime. 6 When products deliver voice output in a public area, incremental volume control shall be provided with output amplification up to a level of at least 65 dB. Where the ambient noise level of the environment is above 45 dB, a volume gain of at least 20 dB above the ambient level shall be user selectable. A function shall be provided to automatically reset the volume to the default level after every use. 7 Color coding shall not be used as the only means of conveying information, indicating an action, prompting a response, or distinguishing a visual element. 8 When a product permits a user to adjust color and contrast settings, a range of color selections capable of producing a variety of contrast levels shall be provided. 9 Products shall be designed to avoid causing the screen to flicker with a frequency greater than 2 Hz and lower than 55 Hz. 10 Products which are freestanding, non-portable, and intended to be used in one location and which have operable controls shall comply with the following: 11 The position of any operable control shall be determined with respect to a vertical plane, which is 48 inches in length, centered on the operable control, and at the maximum protrusion of the product within the 48 inch length (see Figure 1 of this part). 12 Where any operable control is 10 inches or less behind the reference plane, the height shall be 54 inches maximum and 15 inches minimum above the floor. 13 Where any operable control is more than 10 inches and not more than 24 inches behind the reference plane, the height shall be 46 inches maximum and 15 inches minimum above the floor. 14 Operable controls shall not be more than 24 inches behind the reference plane (see Figure 2 of this part). 15 Controls and keys shall be tactilely discernible without activating the controls or keys. 16 Controls and keys shall be operable with one hand and shall not require tight grasping, pinching, or twisting of the wrist. The force required to activate controls and keys shall be 5 lbs. (22.2 N) maximum. 17 If key repeat is supported, the delay before repeat shall be adjustable to at least 2 seconds. Key repeat rate shall be adjustable to 2 seconds per character. 18 The status of all locking or toggle controls or keys shall be visually discernible, and discernible either through touch or sound.
