This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. All quotes must reference the Request for Quotation number MarForEur-07-R-0003. It is the Contractor's responsibility to be familiar with all applicable clauses and provisions. The North American Industry Classification System (NAICS) is 541930. The size standard is $5M. This requirement is unrestricted. BACKGROUND: G-2, U.S. Marine Corps Forces, Europe is currently conducting intelligence familiarization training with several French speaking African countries. The ability to understand and communicate clearly in French will significantly enhance the MARFOREUR instructors? ability to interact with the students and will increase the quality of the instruction provided. At a minimum, Marines need to be conversant in French when operating in French-speaking countries. Additionally, a fluent speaker is required to provide interpretation services beyond conversational French. Trainer/Translator shall demonstrate knowledge and understanding of the Army's language training program for Psychological Operations and shall have a minimum experience of four years developing language curricula and teaching military linguists. Trainer/Translator shall possess a native proficiency in the French language. Trainer/Translator shall possess typing and computer skills with an understanding of Microsoft software applications i.e. Windows, MS Access, and MS Excel. The contractor shall provide all training required to allow for performance of all functions required by this contract. DUTY HOURS: The Trainer/Translator shall be available for work 12 hours per day. Duty days shall primarily be Monday Friday with occasional weekend work required. Total duty hours shall not exceed 16 hours per week. PHYSICAL SECURITY: The individual contractors shall be responsible for safeguarding all Government property, and materials provided for contractor use. SECURITY OF CLASSIFIED ITEMS, SYSTEMS, AND INFORMATION: Contractor shall possess at a minimum the ability to obtain a SECRET clearance, IAW the DoD Industrial Security Manual, be a U.S. citizen within 30 days of performance date. SPECIFIC TASKS: Develop course material and curriculum in order to provide French language training to the MARFOREUR G-2 shop. Perform translation of intelligence familiarization course materials and other written materials ensuring the grammatical and interpretive accuracy of the content. Deploy to French speaking countries and provide on-site interpretation services. TRAVEL AND PER DIEM: Travel may be required to perform off-site support. Travel and per diem will be provided on a reimbursable basis. Contractor shall submit invoices to the contracting officer for approval for payment. Travel invoices shall be submitted with paid receipts for airline tickets, rental car, hotel, and any expense in excess of $50.00. Additionally travel shall be performed in accordance with the Joint Federal Travel Regulation (JFTR). GOVERNMENT FURNISHED RESOURCES: The Government will make available desks, work space, utilities, personal computer, local telephone access, and administrative supplies for Contractor personnel working at the government facility, as required. All Government resources shall be returned upon completion of this task. DURATION OF TASK: The period of performance for this task shall be 1 April 2007 through 30 September 2007. PROVISIONS AND CLAUSES INCORPORATED BY REFERENCE: The following Federal Acquisition Regulation (FAR) provisions are applicable to the acquisition: 52.212-1, Instructions to Offers-Commercial Items; 52.212-2, Evaluation Commercial Items, with the following evaluation factors inserted in paragraph "a" of the provision: "Award of the contract resulting from this solicitation will be made to the offeror whose proposal is deemed to represent the best value to the Government based on the following factors: Proposals will be evaluated on the contractor's representation of the experience of the personnel proposed, price, and past performance. Contractor's shall submit a proposal representing the experience level of the trainer/translator (personnel) proposed and their ability to meet the requirements outlined in the statement of work. This should be supported by a resume of the personnel proposed"; 52.212-3, Offeror Representations and Certifications-Commercial Items and Defense Federal Acquisition Supplement ; (DFARS) 252.212.7000, Offeror Representations and Certifications-Commercial Items are applicable to this requirement and offerors shall include a completed copy of the Representations and Certifications with their quote. The following FAR Clauses are applicable to this acquisition: 52.212-4, Contract Terms and Conditions-Commercial Items; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, with the following clauses being applicable to the solicitation: 52.203-6 Alt I, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-41, 52.222-42. Additionally, DFARS 252.204-7004, Required Central Contractor Registration; 252.212-7001, Contract Terms and Conditions Required To Implement Statutes Applicable to Defense Acquisition of Commercial Items, with the clause 252.225-7024 applicable.
