Description
THIS IS A REQUEST FOR INFORMATION (RFI). The U.S. Coast Guard (USCG) is seeking sources that are capable of Federal Marine Fisheries Regulations for a five year period in accordance with the attached Performance Work Statement (PWS). The USCG is seeking what capabilities exist to fulfill this requirement and if any vendors can fulfill this requirement under their existing GSA contract. There is no bid package or solicitation document associated with this announcement. This request for information does not constitute a commitment, implied or otherwise, that a procurement action will be issued. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of the submission of contractor's information. The Government shall not be liable for or suffer any consequential damages for proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. FEDERAL MARINE FISHERIES REGULATIONS COMMERCIAL FISHING VESSEL SAFETY REGULATIONS VESSEL MONITORING SYSTEM DATABASE SUPPORT SERVICED FOR THE UNITED STATES COAST GUARD OFFICE OF LAW ENFORCEMENT (CG-3RPL) TASK ORDER PERFORMANCE WORK STATEMENT 1.0 GENERAL. 1.1 SCOPE. The purpose of this task order is to obtain regularly updated Federal Fisheries and Commercial Fishing Vessel Safety (CFVS) Regulations, and updates to the United States Vessel Monitoring System (VMS) database. The updates shall include all applicable information published in the Federal Register clearly organized and formatted to provide quick and easy access for law enforcement personnel. This task order is performance based. 1.2 BACKGROUND. The United States Coast Guard (USCG) is the lead U.S. Government agency for at-sea federal fisheries law enforcement. As such, fisheries boarding officers, aircraft commanders, and operations oversight personnel require access to up to date Federal Marine Fisheries and Commercial Fishing Vessel Safety Regulations. These regulations are referred to by fisheries boarding officers, aircraft commanders and operations oversight personnel to enforcing federal fisheries laws at-sea and on the dock. 1.3 PERIOD OF PERFORMANCE. The period of performance for this task order is one year from the date of award, with up to four optional years. 1.4 PLACE OF PERFORMANCE. The primary place of performance will be the Contractor?s facilities. 1.5 KICK-OFF MEETING. The Contractor shall attend a Kick-Off Meeting within two (2) business days after the date of award with the Contracting Officer and the COTR at the Government facility. 1.6 PROGRESS REPORTS. The Contractor shall provide a monthly progress report to the Contracting Officer and the COTR via electronic mail. This report shall include a summary of all Contractor work performed, including an assessment of technical progress, schedule status and any contractor concerns, lessons learned from the previous month and recommendation for ongoing work. 1.7 PROGRESS MEETINGS. The Contractor shall be available to meet with the COTR upon request to present deliverables, discuss progress, exchange information and resolve emergent technical problems and issues. These meetings shall take place at the Government?' facility. 1.8 GENERAL REPORT REQUIREMENTS. The Contractor shall provide all written reports in electronic .chm, .html, windows CE and Palm format and formatted identically to that being used at present with updated files transmitted electronically. 1.9 INTELLECTUAL PROPERTY. Contractor must grant to the USCG, for the contract period, the irrevocable, non-exclusive right to use, store, reproduce in any medium, or transmit in any form or by any means, all the data and updates (deliverables) described in this PWS; supplier may retain the right to sell or otherwise market to any other entity or individual the data and service covered by this PWS. 2.0 GOVERNMENT TERMS & DEFINITIONS. 2.1 CFVS Commercial Fishing Vessel Safety 2.2 VMS Vessel Monitoring System 2.3 CG-3RPL United States Coast Guard Office of Law Enforcement 3.0 CONTRACTOR FURNISHED PROPERTY. The Contractor shall furnish all facilities, materials, equipment and services necessary to fulfill the requirements of this task order. 4.0 REQUIREMENTS. The Contractor shall provide the Federal Marine Fisheries and CFVS Regulations, and VMS database updates to the United States Coast Guard for the period of the contract. 4.1 The Federal Marine Fisheries and CFVS Regulations must be clearly organized and formatted to provide quick and easy access for enforcement personnel to the appropriate section of the regulations. 4.1.1. The Regulations must be provided in electronic .chm, .html, windows CE and Palm format. The Regulations shall be formatted identically to that being used at present with updated files transmitted electronically. 4.1.2. The Contractor shall provide, upon request, a paper copy of all or portions of these regulations, paid for by the requesting units at a cost in addition to this contract. Paper copy service should also include a monthly update feature. 4.1.3. The Regulations must contain all appropriate parts of Titles 15, 46 (Part 28 only) and 50 of the Code of Federal Regulations that are enforced by the Coast Guard. Currently enforced regulations include 50 CFR 216, 222, 223, 224, 226, 229, 230, 300, 403, 600, 622, 635, 640, 648, 654, 660, 679, and 697; 15 CFR 904 and 922; 46 CFR 28 and the Lacey Act, 16 USC 3371-3378. 4.1.4. The Regulations must be kept up-to-date with monthly updates provided to the Coast Guard electronically. 4.2. Contractor will maintain the existing VMS regulated areas database. This database consolidates all the geographically defined regulatory areas in the federal marine fisheries regulations into one .xls file so that these areas may be imported into Coast Guard command and control systems. 4.2.1. Contractor will provide all areas that are promulgated as final regulations. Updates must be provided on a monthly basis. 4.2.2. VMS updates shall be formatted identically to that being used at present (Microsoft Excel spreadsheets), with updated files transmitted electronically. 5.0 DELIVERABLES. The Contractor shall consider items in BOLD as having mandatory due dates. Items noted as ?COTR Checkpoints? are deliverables or events that must be reviewed and approved by the COTR prior to proceeding to next deliverable or event in this PWS.
