- It is the intent of the National Heart, Lung, and Blood Institute to negotiate with BAC/PAC Resources Children?s Hospital Oakland, 747 52ND Street, Oakland, CA 94609, to purchase genomic DNA Library resources. The products to be purchased are all BAC/PAC genomic DNA Library resources that are offered to academic and scientific research institutions on a cost recovery basis. The Government intends to purchase one hundred and twenty (120) high density filters. The period of performance will consist of four (4) months. The sole source determination is based upon the fact that the use of DNA clones from the BAC/PAC Resources Children?s Hospital Oakland have been used over the past five (5) years. We must continue to purchase these items in order to avoid the introduction of new variables into the experimental results and to avoid long delays resulting from retesting of products from other potential suppliers. Also, changing variables at this time would result in incorrect interpretation of the test result already in progress. An award to any other source for the items would result in a substantial duplication of cost to the Government that is not expected to be recovered through competition. This acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, and is exempt from the requirements of FAR part 6, Competition Requirements. The North American Industry Classification (NAICS) Code is 339999 and the Size Standard is 500 employees. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this notice. All responses should include a firm fixed price; documentation of the capabilities of meeting the Governments requirements; at least three (3) references documenting successful past performance in meeting the Governments minimum specifications; a proposed delivery schedule; prompt payment discount terms; the Dun & Bradstreet number (DUNS); the Taxpayer Identification Number (TIN); and the offerors business size. The submission will be evaluated on the content of the above documents. The offeror must also register in the Governments Contractor Registry System, Note: www.ccr.gov. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement.
