Description
The Fleet and Industrial Supply Center (FISC) Norfolk, Contracting Department, Philadelphia Office intends to issue a request for proposals (RFP) for Training and Educational Services to support the Naval Technical Training Center, Meridian, Mississippi (NTTC). Services are required for a twelve-month base period, to commence 1 October 2007, with provisions for four consecutive twelve-month option periods. The contractor shall provide adequate numbers of qualified personnel, supervision, management, equipment, and materials to perform training and educational services to support training programs for the USN Sailors, Marines, DoD Personnel and Foreign Students. Services shall include instruction of courses/content (including Basic Computers and Keyboarding, Ship's Serviceman "A", Storekeeper "A", Religious Programs Specialist "A", Yeoman "A", Personnel Specialist "A", and 0065 Yeoman "A"), course articulation, curriculum maintenance, remediation/testing assistance for students, support for test and evaluation functions, curriculum instruction, related travel, award of college credits, and issuance of official college transcripts upon completion of training pipeline, in support of Navy "Revolution In Training" goals. The purpose of the services is to produce proficiently trained students meeting the required performance and course completion standards as determined by the Navy, along with receipt of college credits and/or industry certifications where appropriate for the instruction received. The RFP will include the estimated quantity of work, course operating hours, course length, annual student throughput, class size, classes in progress, course descriptions, ratios of instruction, course-learning objectives, specialized technical certifications, maintenance requirements, special course requirements, estimated class convening schedules, and will cite mandatory or advisory applicable Government regulations and directives. The contractor or partnered institution shall be a member in good standing with the Servicemembers Opportunity College (SOC) and, consistent with academic standard and SOC principles, shall award college credits to students for courses completed under the prospective contract. The Government intends to award, on a full and open competition basis, a firm-fixed-price service contract, to the eligible, responsible offeror whose offer represents the best value, considering technical and price factors, with technical factors significantly more important than price. When available, the RFP will be posted at the Navy Electronic Commerce Online (NECO) Web site www.neco.navy.mil. Responses to the RFP are required, in writing, to Charles Hoyes, Contract Specialist, Code 270.4, FISC Norfolk, Contracting Department, Philadelphia Office, Mechanicsburg, PA 17055-0788. The North American Industry Classification System Code is 611210, and the applicable size standard is $6 million. Numbered Note 26 applies.
