- The National Institutes of Health (NIH) National Institute of Child Health and Human Development (NICHD) proposes to procure the services of the University of Massachusetts, Amherst, to collect and assay blood, saliva, and hair samples for cortical and ACTH, as well as to collect and assay social dominance and proximity behavioral data in two groups of socially housed rhesus monkeys maintained at the Central Animal Facility, University of Massachusetts, Amherst, MA. The requirement consists of assays that are part of a long-?term collaborative research project with the LCE in which direct comparisons are being made on the above neurochemical and behavioral measures between a group of LCE monkeys living in a 5-acre outdoor enclosure at the NlHAC, whose founding members were reared under surrogate-peer laboratory conditions, and the University of Massachusetts monkey groups, whose founding members were reared under identical conditions but now have been maintained in indoor pens, rather than outdoors like the LCE monkeys. This collaborative project has been ongoing since 1989, and the data collection and assays for FY07 will not only continue comparisons between the founder members of the LCE and University of Massachusetts monkey groups, but also the between the second-, third-; and fourth-generation members of the respective groups. The University of Massachusetts monkey groups are unique in terms of their "match" with the LCE founder members. The University of Massachusetts is the only party known to NICHD that can meet the above requirements. This is not a solicitation for competitive proposals. However, if any other interested party believes that it can meet the requirements it may submit a statement of capabilities. The capability statement and any other information furnished must be in writing, and must contain material in sufficient detail to allow NICHD to determine if the party can meet all of the foregoing requirements. Offers must also be accompanied by descriptive literature, and/or other information that demonstrates that the offer meets all of the foregoing requirements. The determination to compete or not compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. It is anticipated that RFQ NIH-NIDDK-07-164 will be available fifteen (15) days after the publication date of this synopsis. Receipt of quotations will be due ten (10) days after the release of the RFQ. The anticipated award date is February 22, 2007.
