- Project Title: SECURITY FENCE AND GATE REPLACEMENTS AT THREE (3) AIRPORT TRAFFIC CONTROL TOWERS (ATCT's) - Philadelphia ATCT in PA, Caldwell ATCT in NJ, and Syracuse ATCT in NY. Point of Contact: Glenn Fox McCarthy, (718) 553-3085 Date Closed: 16FEB07 ________________________________________________________________________ Project Description The Federal Aviation Administration has a requirement for the Replacement of Security Fences and Gates at three (3) ATCT Facilities located in Philadelphia, PA, Syracuse, NY, and Caldwell, NJ. The work consists of the removal and installation of existing fences and gates, and the installation of security equipment The estimated price range for this project is between $200,000.00 and $250,000.00. The following known companies will receive the Request For Offers: Corporate Security Services in Edison, NJ, Amberlite Electric in Staten Island, NY, S & V Electric Corp. in Staten Island, NY, and Northpoint Electrical in Colts Neck, NJ. Purpose The purpose of this Screening Information Request (SIR) is to obtain three (3) additional interested offerors. All interested offerors must fax a letter of interest to Glenn Fox McCarthy at 718-995-5685, NLT 4:00 PM EST, 16FEB07. All offerors must include information which demonstrates that they are experienced in this type of work. In addition, the letter must include information on at least two (2) completed projects within the last two (2) years, similar in size, scope, and complexity, and list the project owner's name and phone number. Any offeror who does not include this information will be downselected, and will not be sent a copy of the SIR. Non-relevant contract experience will not be considered. The FAA may obtain reference information from other sources to determine eligibility. Basis for Award Once offerors' information has been reviewed, the company will be given a pass or fail grade based on the information submitted. All companies which are considered to be capable of satisfactorily performing this work, will be sent a copy of the SIR, and cost will be used for the basis of award. Successful past performance will be evaluated based upon input received from individuals and organizations familiar with the work ethic and standards of the offeror. The Government will award this contract to the offeror who submits the lowest reasonable price. A price is considered "reasonable" if it does not exceed that which a prudent person would pay in the conduct of a competitive business. When determining reasonableness, the Government reserves the right to compare each offeror's proposed prices to the competing offerors' proposed price. This is a negotiated procurement which may or may not include discussions with the offerors. This notice is for information purposes for Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization, has programs to assist small businesses, small businesses owned and controlled by a socially and economically disadvantaged individuals, and women-owned concerns to acquire capital and bonding assistance for transportation related contracts. This is applicable to any eligible prime or subcontract at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, payment, and performance bonds up to $1.0 million per contract. The DOT provides an 80 percent guarantee on the bond amount to a surety against losses. Loans are also available under the DOT short term receivable financing. The maximum line of credit is $750,000.
