Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is 0276309 and is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-14. The associated North American Industrial Classification System (NAICS) code for this procurement is 611420 with a small business size standard of $6.5 million. This requirement is a Small Business set-aside and only qualified offerors may submit a quote. The deadline for submitting quotes is: Tuesday, February 27, 2007 at 1:00 PM EST. The FBI requires a contractor to provide classroom instruction and certification to FBI personnel for CISCO CCNA Boot Camp Class. Information follows: Location of Training: Contractor's site (Must be within 50 miles of Quantico, VA). This is fixed and non-negotiable. Number of Classes: Two. Start Dates: Classes shall be held during fiscal year 2007 at the discretion of the FBI. Maximum Class Size: Class size shall be between three and ten students. Duration of class: five days. Course objectives: The objective of this course is to provide training and certification so that the attendee will be able to manage, install, configure and operate simple-routed LAN, routed WAN and switched LAN networks to increase bandwidth, improve response times, and enhance reliability. Attendees shall be better prepared to address security issues and ensure maximum network performance. When completed, attendee shall be Certified. Curriculum Shall Also Address: CISCO IOS commands; Leaarning IP addressing; Subnetting and Assignment; Learning CISCO configuration techniques; Discussions on WAN topics, such as frame relay, PPP, HDLC, ISDN, and DDR; Understanding LAN segmentation (switches, routers and bridges); This includes working with CISCO 1700/2600/3700/4500 routers and switches (CISCO 2950). Instructor Shall Provide: All necessary materials for the attendee to complete this training and to be certified. Quotes shall be evaluated on a pass/fail basis as follows: Instructor Qualifications: (1) At least five years instructional experience in teaching CISCO CCNA Boot Camp Class. (2) Instructors shall be certified CISCO instructors in CCNA Boot Camp. (3) Use of additional instructors (i.e., subject area experts), if needed. Please submit resumes of instructors. Past Performance: Please submit the name, point of contact, and telephone number for at least three companies/government agencies that have received CISCO CCNA Boot Camp Class from your company previously. Quotes are limited to five pages total. Offerors shall propose a firm-fixed-price on a per student basis. An adequate price breakdown must be included in your quote which will indicate course price, and any other pertinent line-item. The FBI intends to award one firm-fixed-price contract resulting from this competition. The firm that receives a "pass" in all categories under instructor qualifications, past performance and has the lowest price will receive the award. The selected Offeror must comply with the following commercial item terms and conditions: FAR 52.212-1, Instructions to Offerors-Commercial Items (SEPT 2006); FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (NOV 2006); FAR 52.212-4, Contract Terms and Conditions-Commercial Items (SEPT 2005). The following FAR clauses in paragraph (b) of FAR clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items (NOV 2006), will apply: 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, 52.232-34. CCR Requirement - Company shall be registered on Central Contractor Registration (CCR) before an award can be made to them.
