- THIS SPECIAL NOTICE. IT IS NOT A REQUEST FOR A PROPOSAL. A COMPETITIVE SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute?s (NHLBI), Office of Acquisitions (OA), for the National Institutes of Health?s (NIH), National Institute of Arthritis and Musculoskeletal and Skin Diseases (NIAMS) http://www.niams.nih.gov, intends to negotiate on a sole source basis with Jane E. Hymiller, 6934 Eylers Valley Flint, Sabillasville, Maryland 21780, to continue to provide services to provide consulting, administrative, and professional services to the NIAMS Budget Office. The consultant will provide services related to analysis of data, development of budget models, and improvement of electronic processes to enhance financial management capabilities. Specifically, the consultant will: 1) Work with the Scientific Information Technology Branch (SITB), the Grants Management (GMB), and the QVR Development team to develop, customize, and improve reports that combine data from Institute and NIH information system, to enhance the Institute?s financial management capabilities and facilitate analyses of extramural programs, particularly with regard to grants fiscal control. 2) Develop automated methodologies and or systems to allow NIAMS to track the budget status of extramural funds, by project and produce reports on a regular basis. 3) Develop an automated process for generating pay lists for competing grant applications in all extramural budget mechanisms. 4) Develop an automated process for generating pay lists for competing grant applications in all extramural budget mechanisms 5) Develop and maintain electronic briefing books for the Director?s use at Congressional hearings, and for reference by NIAMS staff. 6) Create and maintain an accurate and complete set of budget history tables for the Institute. Examples include: success rate, new investigators, Institute Initiative (RFA?s), co-funds, and obligation history by program. 7) Develop electronic file systems for storing current and historical budget data. 8) Conduct special analyses in response to ad hoc requests from NIAMS staff, central NIH, the Administration, Congress, and the public...9) Develop effective electronic tracking system for taps and assessments. 10) Develop budget models for projecting outcomes based on input of different budget scenarios. 11) Develop slides for budget presentation to Advisory Council members and other group as needed. 12) Develop and set up electronic formats for NIAMS to prepare various budget formulation tables and exhibits. Examples include: calculation of Intramural and RMS mandatory tables, Basic and Applied Research, Object Class worksheet, commitment base calculation, summary of changes, mechanism tables, etc. 13) Develop ?best practice? instructions and procedures for use by new and junior staff. As former Deputy Budget Officer, Ms. Hymiller?s knowledge of the NIAMS and NIH, the financing and Grants award processes, the database systems, the relation with congressional officials, and constituency groups, as well as familiarity with NIAMS and NIH senior management, makes her uniquely qualified to carry out these tasks. In order to ensure the timely completion of the ongoing and upcoming the NIH, NIAMS requires the continued assistance of Jane E. Hymiller for its Budget programs. This special notice is not a request for competitive proposals. The North American Classification System (NAICS) code applicable to this requirement is 541690. The small business size standard average annual receipts for the past three years may not exceed $6.5 Million. However, interested parties may identify their interests and capabilities within ten (10) calendar days after publication of this synopsis. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
