- This requirement is being procured in accordance with FAR Part 13, Simplified Acquisitions Procedures. The office of NOAA Northwest River Forecast Center located in Portland, Oregon has a requirement for a contractor to map temperature and precipitation for Canadian portion of the Columbia River Basin. Precipitation data processing by Western Region River Forecast Centers is based on the use of the Mountain Mapper software suite and other tools. Parameter-elevation Regression on Independent Slopes Model (PRISM) climatology is a fundamental component of these tools to reflect the long term mean patterns observed in precipitation in areas of high terrain relief. The contractor must accomplish the following tasks: 1. Collect daily data for precipitation and maximum and minimum temperature from all available stations within and around Canadian Columbia River Basin, 2. Perform quality assurance and completeness screening on the data to ensure consistency and reliability 3. Apply software to adjust short period of record station averages to 1971-2000 period 4. Use the PRISM model to create 1971-2000 mean monthly and annual grids of precipitation and maximum and minimum temperature for the CCRB and a small buffer region around its perimeter 5. Merge the Canadian Columbia River Basin grids with the appropriate grids from conterminous United States to create one grid per month per element for the entire US/CCRB region 6. Deliver digital gridded data to Northwest River Forecast Center. The intended acquisition is for services for which the Government intends to acquire from one source under the authority of 41 USC 235 (c) (1), Only One Responsible Source. The government identified Oregon State University PRISM Group as the only source who can complete work under proposed contract. The PRISM group from Oregon State University, Corvallis Oregon is the only group that can produce the Parameter Elevation Regression on Independent Slopes Model (PRISM) data for temperature and precipitation data. PRISM is proprietary software and technique developed and owned by Oregon State University PRISM group. The data set must match and mosaic with other PRISM data in the contiguous United States in order to produce sound and reliable underlying grids in forecast operations. The government reserves the right to solicit bids based on the receipt of affirmative responses to this notice or issue an order to Oregon State University without further notice. A firm fixed price purchase order will be issued with performance period of one year from date of award. All interested parties must respond to this announcement within fifteen (15) calendar days of its publication.
