Description
MARKET RESEARCH/REQUEST FOR INFORMATION. NO SOLICITATION DOCUMENT EXISTS. The Marine Corps System Command (MCSC) is conducting a market survey to determine the availability of commercial off-the-shelf Mobile/Fixed WiMAX equipment that can be deployed to support Marine Corps operational applications and scenarios. The equipment should be based on WiMAX IEEE 802.16e and/or 802.16d specifications (including Subscriber Station, Mobile and Base Station). The vision of USMC is to deploy WiMAX products possibly using both licensed and un-licensed frequency bands following the release-1 profiles covering 5, 7, 8.75, and 10 MHz channel bandwidths for licensed worldwide spectrum allocations in the 2.3 GHz, 2.5 GHz, 3.3 GHz, 3.5 GHz bands and unlicensed band products available in 5.8 GHz and 5.4 GHz. A summary should be provided of the capabilities in the areas of frequency bands, channel bandwidths, duplexing, frame lengths, smart antenna, Multiple Input Multiple Output (Space Time Coding and Collaborative), adaptive antenna system, transmit power, receiver sensitivity, handover, range, data rates, security/encryption, DFS, QoS (UGS, rtPS, ?), priority and preemption, throughput and latency for different applications, subcarrier allocations (e.g. PUSC), sleep mode, multicast, BS sector antenna widths, PHY features (e.g. modulation/coding schemes and power control), and MAC features (e.g. ARQ and H-ARQ). In addition to providing a summary of the above features, we are requesting complete Mobile Protocol Implementation Conformance Statements (PICS). For the security/encryption capability, the response must address the compliance to the security features in the IEEE 802.16 core standards: IEEE 802.16d, IEEE 802.16-2004/Cor, and IEEE 802.16e-2005. The response also needs to address the plan of meeting the requirements in the Government security policies: DoD Directive 8100.2 and FIPS 140-2 certification. The response must address when you plan to have Mobile and Fixed WiMAX certified products (using Mobile and Fixed WiMAX System Profile and Certification Profiles). The response should also list all the other frequency bands supported (licensed and unlicensed) for BS and mobiles that are not listed in the Certification Profiles. The response needs to address form factor and types (e.g. CPE, handset, USB, PCMCIA, internet PDA). The response needs to elaborate how to support multiple frequency bands, and if the support can be software tunable or requires change of hardware. The response needs to address if the 802.16e product is backwards compatible with 802.16d specifications. The response needs to indicate if there is an interest of supporting the IEEE 802.16j (mobile multi-hop relay) specification once it is ratified. The response needs to address if it is possible to support base station mobility and how. MARCORSYSCOM will not pay or provide reimbursement for any costs incurred in the preparation or delivery of the request information. Interested firms are requested to submit a capability statement outlining their ability to meet or exceed this potential requirement no later than 9 March 2007, stating their business size, NAICS Code, and identifying a corporate point of contact. MARCORSYSCOM anticipates using the GSA schedule for this opportunity although interested parties not on the GSA schedule are encouraged to participate. Firms should identify/submit a copy of their GSA schedule, if applicable.
