- Executive Summary The US Army desires industry comments regarding potential procurement of the Redesigned Improved Data Modem (IDM) -304. Of particular interest, are comments about potential contractors ability to produce the IDM and overall business capabilities. Development of these comments is to be at no cost to the US government. Comments are to be submitted in a format accessible by Microsoft Word or EXCEL, PDF, and/or photo/picture files (bmp, JPEG, GIF). Electronic data submission is required. Correct phone number for Ms. LaRue (256)842-7385 Description The IDM-304 is a communications modem that satisfies the Army Aviation's requirement to perform message processing and routing functions utilizing six, half-duplex channels. The IDM interfaces with a platforms mission computer and on-board radios. This procurement is a Preplanned Product Improvement (P3I) to the IDM to mitigate part obsolescence, memory, and processing limitations of the IDM-304 hardware. This redesign entails the modification of the IDM Communications Processing Module (CPM), Input/Out put Module (IOM), Mass Storage Module (MSM), and the Power Converter Module (CPM), while retaining the chassis and backplane design of the -304. The Product Manager - Aviation Mission Equipment (PM-AME) will also retrofit IDM-304 hardware to the new IDM R edesign configuration. The scope of this effort involves the modification of the IDM-304 design and its Technical Data Package (TDP) to meet a form, fit, and improved function design IAW the IDM Redesign detailed specification requirements. This effort w ill address the production and production acceptance test (PAT) of the IDM Redesign (both at the system and internal modules level), maintenance of the IDM Redesign, and the retrofit of the IDM-304s to the IDM Redesign configuration. The PM Aviation Mission Equipment (AME) seeks information, comments and suggestions from manufactures who intend to perform in a prime contractor role. For informational purposes only, the following estimated contract schedule and quantities are provided: RFP release March 2007 Receipt of proposals April 2007 - Contract Award June 2007 Quantities 568 systems, 684 module sets, and 404 retrofits This notice is not a request for proposals. Provide a brief description of your companys expertise and qualifications for designing electronic and micro-electronic systems. 2. Provide and describe examples of your company's experience in designing/redesigning telecommunication systems. Also, your companys integrated approach to production, fielding, and maintenance of previously produced systems. 3. Provide information on production and production acceptance test (PAT) of electronic systems and their internal modules, maintenance and r etrofit of previously produced electronic systems. 4. Describe your companys capability and experience in dealing with engineering changes associated with parts obsolescence. 3. Describe your companys capability and experience to design power supply modules, and what power efficiencies have you been able to attain. 4. Describe some approaches that your company has uti lized to improve heat dissipation through conductive means. 5. Describe your companys capability and experience in developing or updating Technical Data Packages. 6. Describe your capability and experience in re-designing an existing hardware component fr om a technical data package to meet specific form, fit, and function requirements. 7. What is your companys capability and experience in qualifying systems to MIL-STD-810F and MIL-STD-461. Production 1. Describe your company's current manufacturing capability for telecommunication systems. 2. Describe your company's quality assurance program to include any ISO certification level. 3. Describe the types and level of automated/computerized man ufacturing processes used by your company. 4. Describe your companys capability with developing test sets to support production acceptance testing. 5. Describe your companys capabilities with respect to performing Environmental Stress Screening of produc tion systems. Logistics 1. Describe your companys capability in performing depot maintenance of telecommunication systems. 2.
