- This is a combined synopsis/solicitation for commercial supplies prepared in accordance with Federal Acquisition Regulation (FAR) 12.6, and supplemental information included in this notice. Simplified procurement procedures will be used as well as commercial item acquisition regulations per FAR 12. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The reference number for this effort is 7-87787 and the solicitation is issued as a request for quotation (RFQ). The provisions and clauses incorporated into this solicitation document are those in effect at the time of publication. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. The full text of the Federal Acquisition Regulation (FAR) can be accessed on the Internet at http://farsite.hill.af.mil/ This is set aside for small business. The associated NAICS Code is 311211 and the small business standard is 500 employees. This requirement consists of Two line items: Line Item 01: Toasted Soy Flour. Quantity of 4160 bags (50 lbs ea) of Toasted Soy Flour. UDSA requires the product be packaged in multi-walled paper bags capable of holding 50 lbs of Toasted Soy Flour with a plastic fill valve at the top of the bag. Line Item 02: Shipping costs, delivery schedule will be 3000 bags by March 15, 2007, followed by the remainder of the order (1160) bags shipped to arrive at the Phoenix location by May 1, 2007. Deliverables will be at FOB Destination to: USDA APHIS PPQ PBWRF 3645 East Chipman Road Phoenix AZ 85040-2927 ATTN: Ernie Miller. The provision at 52.212-1 Instructions to Offerors - Commercial applies to this solicitation. The provision at 52.212-2 Evaluation - Commercial Items applies to this solicitation. Award will be made to the lowest price technically acceptable responsible bidder whose quote conforms to this solicitation in the order stated: (1) Specific Qualities: The Toasted Soy Flour must be 100% soy product, i.e. no additives, must have a Protein Content of not less than 50%, a Maximun Fat Content of 1.0%, Maximum Fiber Content of 3.3%, Moisture Content of 8% Maximum, Maximum Ash Content of 6.0%, Standard Plate Count of 50,000 Maximum, Coliform <5/gram and Molds & Yeast <100gram, must be 20 PDI (toasted) (2) Ability to meet the required delivery schedule, (3) Price. The provision 52.212-3 Offeror Representations and Certifications - Commercial Items applies to this solicitation. The contractor shall return a completed copy of the Offeror Representations and Certifications with their quotation. A copy of the provision may be attained from http://www.arnet.gov/far. The Defense Priorities and Allocations System (DPAS) is not applicable to this acquisition. The clause at 52.212-4 Contract Terms and Conditions - Commercial Items applies to this acquisition. .
