Description
This is not an announcement of a Solicitation, it is only a Request for Information (RFI), and a request for proposals may or may not result from it. The U.S. Geological Survey (USGS) needs to assess external capabilities to provide Landsat-like satellite data on a global scale in the event of a Landsat system failure and ensuing data gap. Interested parties from U.S. or international industry and/or government programs are welcome to respond. THIS IS A REQUEST FOR INFORMATION (RFI) that seeks to identify potential suppliers of moderate resolution satellite data with characteristics reasonably similar to those of Landsat to cover the global landmass at least twice per year - cloud free or nearly so. This data requirement is defined by the "Gap-filler Data: Acceptable Specifications" column in the following table. These specifications were developed by a multi-agency Landsat Data Gap Study Team. Data meeting the Acceptable Specifications would replace (in quantity and quality) a portion of the Landsat data stream should Landsat fail but may also be useful for ongoing augmentation of the Landsat Data Continuity Mission (LDCM) beginning in 2011. If obtained, Gap-filler data would be placed in the USGS satellite archive and distributed to the Landsat user community under the current unrestricted data-use policy. It is anticipated that any significant procurement of Gap-filler data would not occur before FY2008, although it is possible that data could be needed sooner. For example, show and discuss any differences from the nominal bandwidths. Acquired data will be characterized and verified against these specifications to ensure data quality and continuity. Data processing could be performed by the provider or by the USGS with provided ground processing systems/algorithms needed for creating Level 0 and Level 1 orthorectified products. The USGS is also interested in learning about new approaches or new technology for collection of Gap-filler data even if they do not meet the entire Acceptable Specifications criteria and twice-annual global coverage. For example frequent coverage of Gap-filler data limited to the conterminous U.S. would be considered, as would the concept of frequent global coverage with more limited spectral bands than Landsat. Providers may provide base pricing, only as a matter of interest, to the USGS. A formal solicitation or contract may or may not result from this RFI announcement.
