Description
The purpose of this announcement is to identify interested companies capable of advancing the development of a new oxime, 1,1-methylenebis[4-[(hydroxyimino)methyl]-pyridinium] dimethanesulfonate (MMB4) as the Department of Defense (DoD) Improved Ner ve Agent Treatment System and expanding indications for Soman Nerve Agent Pyridostigmine Pretreatment (SNAPP) to include nerve agents in addition to soman. The DoD, through the Chemical Biological Medical Systems (CBMS) Medical Identification and Treatment Systems (MITS) Joint Product Management Office, intends to file an Investigational New Drug application for the new oxime and will conduct a Phase 1 clinical study.?The Government is seeking a contractor to develop and manufacture MMB4 in a dual-chambered autoinjector delivery system, conduct post Phase 1 advanced development activities leading to U.S. Food and Drug Administration (FDA) licensure for MMB4, expand indications for SNAPP, and as necessary, select and manage subcontractors. The contractor shou ld have the capability of conducting drug development activities that meet the requirements set forth by the FDA under the Animal Rule (Federal Register 67: 37988-37998, May 31, 2002; 21 CFR 314 Subpart I). This is not a request for competitive proposals . Companies interested in responding to this notice must furnish in writing, a 1-2 page synopsis of their capability to accomplish the described work effort and must provide complete contact information, including type of firm (i.e., Small Business, Servic e-Disabled, Veteran-Owned Small business, etc.).
