Description
National Cancer Institute (NCI) plans to procure on a sole source basis Cedara I-Response v.1.0 visualization software, software licensing updates, and service maintenance with Cedara Software Corp., 400 Oyster Point Boulevard, Suite 201, South San Francisco, CA 94080. The supplies and services herein are commercial as described in FAR Part 2 and the supplies and services are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13.501. The North American Industry Classification System Code is 541511 and the business size standard is $23M employees. The National Cancer Imaging Archive (NCIA) project requires a user interface and related software components to provide a server side rendering visualization for the NCIA website. The Cedara I-Response software has the functionality that is required by NCIA users in order to visualize and markup images. The functionalities required are: a) Server-side rendering; b) GSPS output and XML format; c) No additional hardware required, (e.g., additional graphics cards); d) sVisualization - 2-dimension and 3-dimension and; e) Possesses inter-functionality with the existing PACS equipment that has been in use for the past three years at NCI. The latter equipment, which since installation is based on the operating system of Cedara software, will be acting as a key node in the curation and quality assurance of images that are to be submitted to the NCIA. It is critical the software possesses inter-functionality with that NCI equipment and that it support GSPS components as well as XML schema persistence. Period of Performance: Twelve (12) months upon date of award with four (4), twelve (12) month options. Cedara Software Corp. is the only source known to the NCI that can provide the Cedara I-Response software related service maintenance. This is not a request for competitive quotation. However, if any interested party believes it can perform the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other furnished information must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform this requirement. Capability statements must be received in the contracting office by 1:00 PM EST February 20, 2007. Questions must be submitted in writing to Malinda Holdcraft, Contract Specialist, at holdcram@exchange.nih.gov or by fax 301-402-4513. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered and have valid certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Application (ORCA).
