- This is not a solicitation, but a Notice of Contract Action. The Defense Finance and Accounting Service (DFAS), Columbus, OH, has a requirement to purchase continued support services for the planning and analysis for migration, transition and integration of the Non-Appropriated Fund Instrumentality (NAFI) European Accounting and Finance processing and workload running on the MS Great Plains version 8.0 Enterprise Finance System from Europe to DFAS Texarkana. DFAS intends to award a sole-source Time and Materials (T&M) Contract to CBIZ Technologies LLC under the authority of 10 U.S.C. 2304 as implemented by FAR 6.302-1. Under the authority of USC 2304(c)(1) pursuant to FAR 6.302.1(2)(b)(1)(i), the property or services needed by the agency are available from only one responsible source or only from a limited number of responsible sources and no other type of property or services will satisfy the needs of the agency. A determination not to compete this proposed contract is based on the proposed contractors unique qualifications, market research, and is solely within the discretion of the Government. This announcement is not a request for competitive quotations. The Government will not pay for any information submitted. Inquiries should be submitted, referencing KOCUV7RI001, no later than 11:00 a.m. 13 Feb 2007, to Mr. Steven Preiner, Contracting Officer, steven.preiner@dfas.mil, or Mr. Dan Rodgers, Contract Specialist, daniel.rodgers@dfas.mil. The Government will review all responses, without prejudice, whether or not the Government initially determines that another firm is fully qualified to fulfill the requirement. No solicitation document is available and telephone requests for information will not be honored. No extensions will be granted.
