Description
NASA/Glenn Research Center (GRC) plans to issue a Request for Proposal (RFP)] for the design and build of a prototype space radiator demonstration unit. The size and basic performance requirements of the prototype are representative of a portion of a radiator for use on NASA?s Orion Crew Vehicle. The radiator will be part of a research test bed supporting basic thermal system characterization tests at NASA?s Johnson Space Center. The radiator will approximate a quarter-cylinder whose approximate dimensions are 65 inches high x 104 inches in circumference, with a radius of 101 inches. The nominal operating temperature will be +110 degrees F with temperature excursions to cold (-240 F cold soak) and hot (+250 F single event) planned. The radiator will be constructed of carbon fiber Polymer Matrix Composite (PMC) with bonded aluminum fluid tubes attached to inlet and outlet manifolds. Delivery shall be by July 31, 2007 to NASA Johnson Space Center, Houston, Texas. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. The NAICS Code and Size Standard are 541710 and 1,000 employees, respectively. All responsible sources may submit an offer which shall be considered by the agency. The anticipated release date of the RFP is on or about February 23, 2007 with an anticipated offer due date of on or about March 30, 2007. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application. It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any).
