Description
Description (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation 601817Q608, Sprayer, is issued as a Request for Quotation (RFQ). (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-14, effective 22 November 2006. (iv) This procurement is being issued as a 100% SMALL BUSINESS SET-ASIDE IAW FAR 19.502-2(a). The North American Industry Classification System (NAICS) code is 423820, Farm and Garden Machinery and Equipment Merchant Wholesalers, with a small business size standard of 100 people. (v) The Contractor shall provide the following items: LINE ITEM 0001 - Sprayer, DEMCO 500 Gallon Big Wheel, or EQUAL The desired DEMCO configuration is as follows: a. 500gallon polyethylene elliptical tank with two dual jet agitators, sump, baffle and 16"fliptop man way. b. 10 gauge formed steel trailer with ground clearance of 29" c. Axle configuration allows 62" - 120" infinite wheel spacing. d. 11.2 x 38 bias 6 ply tires e. Ace 206 hydraulic driven centrifugal pump less hoses f. 45' X-Fold hydraulic boom with weight transfer kit (10'8" transport), independent wing leveling and wing folding g. Stainless steel boom clamps h. TeeJet drip free nozzle bodies w/caps 20" spacing i. TeeJet Drift Guard 8002 nozzles and nozzle strainers j. Raven 450 console with 3 section boom control and two 15' Boominator end nozzles valve controlled for a total of 5 valves controlled by the 450 k. Raven Sidekick low volume 1-40 oz injection system l. Console buddy wireless remote boom system with LED boom indicators m. Less Speed sensor (tractor has radar on it with Raven connection) n. Complete set up of sprayer including spray controllers in the tractor cab Quantity - 1, Unit of Issue - each LINE ITEM 0002 - Trade in Credit for a 2001 B&B Sprayer w/injection system & console SAMMS# 669414. The trade-in is a 500 gallon, pull behind, with 45' booms with hydraulic tilt. Quantity - 1, Unit of Issue - each The price will be F.O.B. Destination (to include pick-up of the trade-in mower). Delivery will be required within 60 days of the date of award. Delivery and Pick-up Location: U.S FISH AND WILDLIFE SERVICE LAKE ANDES NWR COMPLEX 38672 291ST STREET LAKE ANDES, SOUTH DAKOTA 57356 (vi) The provision at 52.212-1, Instructions to Offerors - Commercial Items and 52.212-2, Evaluation - Commercial Items apply. Evaluation will be based on price. To be included in the price competition, offerors must submit a quote on both the price of the sprayer and the credit for the trade-in. The successful offeror will be the quoter offering the brand name item (or an approved equal) at the lowest total price (new sprayer price minus the trade-in credit). The price will be F.O.B. Destination. (ix) 52.204-8, Annual Representations and Certifications , effective 01 Jan, 2005, the Federal Acquisition Regulation (FAR) requires the use of Online Representations and Certifications Application (ORCA) in Federal solicitations as part of the proposal submission process.
