- Scope of work consists of interior office renovation and new exterior construction work at the Major General Emmett J. Bean Federal Building, 8899 East 56th Street, Indianapolis, IN. This is a remodeling and construction project to modify the entry and reception area of the Military Entrance Processing Station (MEPS), and will consist of a base award and four options. The base work will consist of interior work for relocation of walls to create a new entrance and reception area, a structural steel canopy above the exterior entrance, and an illuminated sign outside the Federal building. Interior work may include but is not limited to demolition, HVAC, plumbing, fire protection, electrical, and architectural finishes. Option number one will be for construction of a winged exterior canopy and related concrete work. Option two will be for heat panels to be installed in the ceiling of the exterior canopy. Option three will be for wind screens to shield the entrance under the canopy. Option four will be for an additional exterior sign and graphic. Work will be completed on the first floor or immediate exterior of the MEPS entrance to the Federal Building for both the base award and options. The contractor is to provide all the management, supervision, manpower, equipment and supplies necessary for this project. The contract completion time for the base construction is one hundred and forty five (145) calendar days from receipt of notice to proceed. The estimated cost range is between $500,000 and $1,000,000. This is a negotiated best value procurement. The base award will be evaluated using Total Evaluated Price and Past Performance as criteria.The North American Industry Classification System (NAICS) code for this procurement is 236220, with an average gross revenue of $28.5 million for the last three (3) years. The proposed contract is being solicited as unrestricted full and open in accordance with the Small Business Competitiveness Demonstration Program. The Request for Proposal will be issued on or about February 18, 2007. Funds are presently available for the base award. Funding for the optional work may be made available within 60 days of contract award. The solicitation cited above can only be obtained by accessing a secure website known as the Federal Technical Data Solution (FedTeDS). Potential offerors will be responsible for downloading the solicitation and monitoring the website for amendments if any to the solicitation. Bid, performance, and payment bonds will be required, and security clearances will be required of anyone working on this contract. All responsive offers from responsible offerors will be considered. Small Disadvantaged, Women-Owned, HUB Zone, Veteran Owned and Disable Veterans Owned businesses are encouraged to submit proposals.
