Environmental Protection Agency (EPA) intends to award a purchase order, using FAR Part 13 procedures, for services to process and analyze soil samples from isolated wetlands research. The contractor will be required to track, process, and analyze up to 120 wetland soil samples for physical/chemical analysi, which will generally consist of a single soil sample collected in a cylinder of approximately 7.5cm X 10cm dimensions from a given isolated wetland in the southeastern United States, and which will remain frozen until it is analyzed. The Contractor shall also track, process, and prepare up to 900 punch-core samples (approximately 2.5cm X 10cm) collected concurrently with the 120 soil samples. (These will be analyzed separately by the EPA using visible and near infrared spectrometry.) The Contractor shall enter data into a Microsoft Access database, which shall be archived daily and protected from inappropriate access. The Contractor shall ensure 100% accuracy in transcription between data sheets and the Microsoft Access database. Period of performance will be nine (9) months from date of award. A Request for Quotations (RFQ) with complete information will be posted on the EPA's website in approximately 15 days at the following address: http://www.epa.gov/oam/rtp_cmd/ Hard copies of the RFQ will not be available. Offerors must submit both a technical proposal and a price proposal. The technical proposal must include responses to the Technical Evaluation Criteria, which will be posted with the RFQ. In determining the best value for the government, responses to the Technical Evaluation Criteria are considered significantly more important than price. The price proposal must show a breakout of costs. All future information about this acquisition, including amendments (if any) will be distributed solely through the EPA's web site.
