Description
MARKET RESEARCH NOTICE U.S. Navy Fundamental Anti-Terrorism/Force Protection Training Requirements NAVAIR Orlando Training Systems Division has a training requirement for the Center for Security Forces (CSF) to purchase fundamental Anti-Terrorism and Force Protection (AT/FP) training at all the Fleet Concentration Areas (FCAs). The fundamental AT/FP training courses for this requirement include, but is not limited to, courses such as Security Reaction Force (Advanced), Small Arms Marksmanship Instructor, Anti-Terrorism Officer, Armed Sentry/Security Reaction Force (Basic), Visit, Board, Search and Seizure and Anti-Terrorism Training Supervisor. The training will be provided at FCAs located at Pacific Region (Pearl Harbor, HI; Yokosuka, Japan; Guam), West Coast Region (San Diego, CA; Lackland AFB, TX; Ingleside, TX; Pacific Northwest); and the East Coast Region (Norfolk, VA; Mayport, FL; Camp Lejuene, NC; and Groton, CT). The requirement will be to provide instructional services for five (5) years, with performance to begin FY08 and continue through FY13, subject to the availability of funds. The Government is soliciting for innovative business solutions on the most effective acquisition strategy to provide instructional support services for fundamental AT/FP training at all of the Navy?s FCAs located on the East Coast, West Coast and the Pacific Region. The instructional support services shall include instructional support, and may also include material, facilities, equipment and consumables as described in the statement of work (SOW) for each region. A draft Statement of Work (SOW) for each region is posted to the NAVAIR Orlando Business Opportunities website at http://www.nawctsd.navy.mil/Ebusiness/BusOps/Acquisitions/Index.cfm. To access the draft SOW, click in the 2nd drop-down menu and select ?Sources Sought/Market Survey Notice?. All of NAVAIR Orlando?s current Sources Sought/Market Survey notices will be displayed on this page. Click on the link titled ?Fundamental Anti-Terrorism/Force Protection Training?, which will allow you to download the draft SOWs. The attachments listed at the end of each SOW will not be included with this notice at this time. Currently, seven Firm Fixed Price (FFP) Indefinite Delivery/Indefinite (IDIQ) contracts are providing the instructional services, in which the period of performance will end September 2007. The Government is contemplating awarding three full and open competitive IDIQ contracts for this effort, one for each region (East Coast, West Coast and the Pacific Region), to be awarded in 1st Quarter FY 2008. The Pacific Region is anticipated to be set-aside competitively for small business. Responses to this notice should provide, at a minimum, suggestions on the most effective acquisition strategy for the above mentioned instructional support services, also include any suggestions on contract type, area (location) respondent can support, any suggested set-asides, a rough order of magnitude (ROM) price, and any comments on the draft SOW. Please indicate if respondent will be able to support one or more regions or locations. Potential sources must identify their business type (i.e., small business, small disadvantaged business, 8(a) certified business, woman-owned business, etc). For purposes of reporting business size, the applicable North American Industry Classification Systems (NAICS) Code for this requirement is 611699 with a size standard of $6.5 million.
