Description
The Naval Air Warfare Center, Aircraft Division (NAWCAD) intends to contract on a Sole Source basis with Failure Analysis Service Technology, Inc. (FAST) of Pine Mountain, CA, a Small Business, Veteran-Owned Corporation, for the procurement of FAST Foreign Object Damage (FOD) Implementation Kits and associated Non-Destructive FOD Analyses for assessment of the technologies and methods identifying the type of foreign object ingested by aircraft jet engines resulting in subsequent damage. This acquisition will be conducted under the authority of FAR Part 13. Specifically, FAST, Inc. will provide the following: 1. FAST FOD Implementation Kits, FAST 1000, Qty. 10 2. FAST Nondestructive FOD Analysis, Qty. 45, to include: a. Non-destructive state-of-the-art electron microscopy analysis of damage to jet engine. b. E-mail notification to customer upon receipt of samples. c. Maintain database of foreign object debris. d. Provide customer service help line in the CONUS and OCONUS. e. Follow-on work to obtain the electron microscopy ?fingerprint? of suspected foreign debris such as a bolt, rivet etc., as needed f. Expedited services transported between FAST and the client via prepaid air express envelopes, including a lifetime replacement of consumables while using FAST?s service. FAST, Inc. is the sole provider for both the FAST FOD Implementation kits and the related Non-Destructive FOD Analysis method for aircraft engines using the kits. FAST, Inc. has over 20 years of experience in military mishap investigations, engineering and failure analysis related to FOD. There are no other known sources for the FAST FOD kit and analysis as required by the Navy. No Request For Quotation (RFQ) is available for competitive bidding; however, interested parties may submit a statement of capability for satisfying this requirement, to include descriptive literature, within 5 days of this announcement to the contact person listed above.
