- The U.S. Geological Survey, Oregon Water Science Center is currently negotiating a long-term cooperative agreement with Portland State University for collaborative research and physical collocation. It is anticipated that the USGS will begin occupying space at PSU's 5th Avenue Business Center in July 2007; minor renovation is required prior to USGS occupancy. As a condition of occupancy, the USGS must seek approval from PSU before contracting for any non-emergency building maintenance or repair. PSU has required that these immediate renovations be completed by PSU work crews. Thus, in order to obtain the necessary renovations, the USGS must contract directly with PSU. Based on the above, the USGS intends to negotiate on a sole-source basis with PSU of Portland, Oregon IAW FAR 6.302-1. Other interested concerns having the ability to complete this construction shall submit a capabilities statement to the Contracting Officer not later than the closing date of this announcement. All submissions will be evaluated to determine if competitive opportunities exist. As required by FAR 5.102(a)(1), the forthcoming solicitation (07WRSS0010) will also be made available through the GPE, whether or not competitive opportunities have been identified. As required by FAR 36.204, "Disclosure of the Magnitude of Construction Projects," please note that the estimated price of this project is between $250,000.00 and $500,000.00.
