- The US Army Armament Research Development and Engineering Center (ARDEC), Fire Control Systems and Technology Directorate, Homeland Defense Technologies Division, Picatinny Arsenal, NJ 07806-5000, intends to solicit, negotiate, and award a purchase order on a sole source basis to Concurrent Technologies Corporation (CTC), Largo, FL. for a period of two years. The contractor has exhibited in-depth experience and knowledge in the design, fabrication, test, demonstration, and utilization of an interoperable ???Public Safety Coordination System ??? High Speed Data Communications System (HSDCS)??? to enhance the ability of First Responders to be more responsive. The HSDCS will provide real-time and distributed situational awareness to decision makers and will enable the integration of state, local and Federal agencies in an interoperable voice, data and video capable network. In support of this program, CTC will continue to investigate the application of the Federal Communications Commission???s allocated spectrums for Public Safety (4.9 GHz) and Intelligent Transportation Systems (5.9 GHz) integration. The contractor will provide an evaluation of a 5.9 GHz wireless solution for use in an intelligent transportation application. The objective for this spiral will be related to current 4.9 GHz and 5.9 GHz availability, capabilities, and costs, aiming at providing an operational test bed for Pinellas County, FL. The contractor will also modify a county Mobile Incident Command Vehicle with physical infrastructure and electronics equipment to further test the 4.9 GHz saturated wireless test bed network. Interoperability between Emergency Operation Centers (EOCs) at the FL National Guard, ARDEC and other Integrated Emergency Operations Center (IEOC) centers will be tested. These requirements are in support of ARDEC???s system of systems integration initiatives under the Project National Shield program to enable timely access to shared sensitive information across all levels on a regional and national scale that maximizes resources to recognize, protect and prevent terrorist attacks and respond to natural disasters.
