- Princeton University Plasma Physics Laboratory (PPPL), Princeton, NJ, a US Department of Energy Prime Contractor is seeking qualified firms, located within fifty miles of PPPL to enter into a Basic Ordering Agreement (BOA) to provide Architect-Engineering (A/E) services, such as surveys / studies, conceptual designs, and Title I, II, and III work for various facility improvement projects ranging in size from about $25,000 to $1,000,000. During calendar years 2004 to 2006 twenty eight BOA fixed-price Job Orders were issued, primarily for Title I and II services. The average Job Order fixed-price was about $13,535. Firm(s) selected for BOA award must have the capability to provide, individually or as a joint venture, all the disciplines required and to perform work of a professional nature, associated with the study, test, design, supervision, construction, alternation, inspection or repair of PPPL facilities including utilities and appurtenances. The major engineering disciplines required include (A) Mechanical Engineering, including HVAC, refrigeration, heating, fire protection, pipe design, utilities, controls, and energy conservation; (B) Electrical Engineering, including power distribution below 600 volts, lighting, utilities, controls, alarm systems, access control systems and fiber optics; (C) Civil Engineering, including structural and concrete design, foundations, surveying, site preparation and related utility services; and (D) Construction inspection services, for installations with mechanical, electrical and civil components. Firms that meet these requirements are invited to submit a letter of interest and a completed (Section I and II) Standard Form (SF) 330 Architect Engineer Qualifications within 15 calendar days of the posting of this notice to the Federal Business Opportunities website. A completed SF 330 form is required from all members of a proposed Joint Venture. Selection of firms by PPPL for negotiation shall be through an order of preference based on the specialized experience and technical competence of the firm (including a joint venture association) with the type of services required; the capacity of the firm to perform the work, within time limitations specified by PPPL; past record of performance of Subcontracts with PPPL and private industry, with respect to such factors as control of costs, quality of work, and ability to meet schedules; familiarity with the area in which work is to be performed; and the proposed organizational structure to handle projects issued under the PPPL BOA. PPPL contemplates entering into a two year BOA, with one or two firms, based upon best value, with PPPL having the Option to extend the performance period for up to three additional years. Responses to this notice must be received by 15 February 2007 to be assured consideration. The preferred means of transmitting to PPPL statements of interest, with attached executed SF 330 is via e-mail, lsutton@pppl.gov. Transmittal by telefax ((609) 243-2021), USPS (P.O.
