- Brookhaven National Laboratory intend to award three contracts on a non-competitive basis as we believe that the only sources that can perform Life Cycle Assessment (LCA) studies for CdTe modules in the European context are: Dep. Life Cycle Engineering (The University of Stuttgart); BAM, Federal Institute for Materials Research and testing; and AmbienteItalia. This study, which is research and development, must be carried out by recognized LCA professionals in Europe, as required by our Cooperative Research and Development Agreement (CRADA) with First Solar Ltd. We believe that these sources are the only entities that can perform this research to the satisfaction of the agency as they are the world leading Life Cycle Analysis groups. The effort is to provide research and development for a project entitled: Expansion of Life Cycle Analysis/Recycling Research Program. Brookhaven National Laboratory plays an active role in the development of the global body of LCA data and needs to engage researchers in other countries to prepare LCA assessments and conduct studies aimed in establishing the environmental profiles of photovoltaic (PV) technologies. Solicitation Number 116391 has been assigned to this procurement. All responsible sources must possess all of the following capabilities and competencies: (1) a recognized LCA professional in Europe as required by our Cooperative Research and Development Agreement (CRADA) with First Solar Ltd; and (2) very good knowledge of the European LCA community and capabilities in the PV area. Responsible sources must have expertise in Life Cycle Analysis Tools and Data-bases; Photovoltaics (PV); Energy Systems; and PV Recycling that is uniquely suited to support the experimental studies. All responsible sources meeting the capabilities and competencies described herein are encouraged to submit proposals, inclusive of supporting documentation to substantiate capabilities, competencies, and experience as a LCA professional in Europe. This announcement serves as both a solicitation for offerors who can provide this research and development service as well as notification that if we do not receive any offers from responsible sources we will proceed with making a sole source award to the University of Stuttgart. All proposals must be received by 12:00 noon (local Upon, NY time) on February 6, 2007. All proposals must be submitted via email only to the attention of Sheri Alexander at Alexander@bnl.gov. Only electronic responses, inquiries, and proposals are accepted. All proposals received in response to this notice will be evaluated and used to determining whether to conduct a competitive procurement. A determination by Brookhaven not to open the requirement to competition based on the responses and the proposals received is solely within Brookhaven discretion. There will be no formal Request for Proposals or other information regarding this requirement unless there are offers and proposals received that substantiate the need for a competitive procurement. Offers and/or proposals received after the date and time established herein for receipt of proposals will not be considered. This contract is in support of collaborative basic research which cannot be provided by the private sector.
