- Description
- NASA/ARC has a requirement for thermal, mechanical and physical testing of a porous, low density thermal protection material, which includes an emphasis on non-destructive evaluation of the material before testing. The required work includes CT scans of a large plate of material that is to be machined into various specimens by the contractor for further testing. Each machined test specimen is to be analyzed by x-ray for density gradients or flaws. The mechanical testing is to include tensile tests over a range of -150 to 550F, compression testing and shear testing. Thermal tests are to include thermal expansion, specific heat by drop calorimeter, thermal conductivity by guarded hot plate (on a specimen no larger than 8 inches in diameter) at 760, 76 and 0.01 torr and thermal conductivity testing by comparative rod at 760, 76 and 0.01 torr. Physical tests include permeability and pycnometry. NASA/ARC intends to purchase these services from Southern Research Institute of Birmingham, AL, the only identified facility that has the technical expertise capable of performing the above specified work at the required level of quality assurance within a three month time period, so that critical program milestones are met. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:00 p.m. Pacific time on February 5, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
